General Requirements

Killeen requires permits to construct, enlarge, alter, repair, move, demolish, or change occupancy of a building or structure and to install, enlarge, alter, repair, remove, convert, or replace regulated electrical, gas, mechanical, or plumbing systems.

An expired permit may be reinstated within 30 days after expiration for half the new-permit fee if conditions are met.

Effective January 1, 2026, Killeen publishes adoption of the 2024 IBC, IECC, IFC, IFGC, IMC, IPC, IPMC, IRC, and the 2023 NEC, as amended.
Contractor requirements
General construction registration is required before performing permitted construction operations in the city; MEP contractors are exempt from the registration fee pursuant to state law.

Reinspection fee
Failed inspection penalty is $50 per inspection; partial inspection is $35.
