General Requirements
Killeen requires permits to construct, enlarge, alter, repair, move, demolish, or change occupancy of a building or structure and to install, enlarge, alter, repair, remove, convert, or replace regulated electrical, gas, mechanical, or plumbing systems.

- An expired permit may be reinstated within 30 days after expiration for half the new-permit fee if conditions are met.

- Effective January 1, 2026, Killeen publishes adoption of the 2024 IBC, IECC, IFC, IFGC, IMC, IPC, IPMC, IRC, and the 2023 NEC, as amended.
- Contractor requirements
- General construction registration is required before performing permitted construction operations in the city; MEP contractors are exempt from the registration fee pursuant to state law.

- Examples include $100 minimum for new residential, $200 minimum for new commercial/multifamily, $50 stand-alone building/electrical/plumbing/mechanical permits, $70 minimum fence permit, and $35 minimum reroof permit.
- Plan check fee
- Residential remodel plan review $90 per dwelling unit project; commercial stand-alone plan review $100 for projects requiring plan review.
- Permit fee formula
- Mixed; square-foot formulas for new residential/commercial work plus many flat-fee miscellaneous permits.
- Trade permit fee
- $50 base for stand-alone MEP permits
- Reinspection fee
- Failed inspection penalty is $50 per inspection; partial inspection is $35.
- Penalty (no permit)
- Construction started before permit causes permit fees to be doubled.
