Application Process

  1. Contact City Hall at 317 Main Street or (512) 237-3282 to discuss the project and obtain the rules and ordinances that apply.
  2. Prepare a to-scale drawing, preferably on a plat or survey, showing the proposed improvement, property lines, setbacks, dimensions, square footage, other structures on site, north arrow, and utility connection information where applicable.

  4. Wait for plan approval by the Building Official. Smithville's published info sheet says building plan review can take up to 10 complete workdays, counted from the day after submission.
  5. Determine who will perform the work and whether licensed plumbing or electrical professionals are required. Smithville's published guidance distinguishes between homestead and non-homestead work and says a licensed plumber is always required for gas work.
  6. Request inspections through City Hall as construction progresses, giving 24 hours notice at each inspection stage.
  7. Where utility hookups are needed, coordinate with the Utility Department and pay any required deposit or tap fee.

Owner-builder

On a homestead, it may be possible to do most electrical and plumbing work without hiring a licensed plumber or electrician, but to do so the owner must have a signed and notarized affidavit on file at City Hall. A licensed plumber is always required for gas-related work.
Contractor requirements
If the property is not the owner's homestead, Smithville says the owner must hire a licensed plumber and/or electrician for electrical and plumbing projects. Gas work always requires a licensed plumber.
