How Texas Permitting Works
Texas does not have a mandatory statewide building code. Each city and county decides whether to adopt and enforce building codes. Most cities in metropolitan areas have adopted versions of the International Building Code (IBC), but many rural areas and unincorporated county territory have limited or no building permit requirements.
Building permits in Texas are issued at the city level for properties within city limits. Unincorporated county areas typically only require permits for septic systems (OSSF), floodplain development, and utility connections.
