Watertown, TENNESSEE Building Permit Guide
How to apply for a building permit in Watertown, Tennessee. Permit authority, application steps, fees, and inspection requirements.
Permit Authority
Watertown uses a split system. Wilson County Building Codes publishes a city-specific Watertown building permit checklist and processes the permit application, while Watertown planning and zoning functions are coordinated through the Wilson County Planning Director serving as Watertown's Planning Director. Public data for city-side building fee administration is thin.

Application Process
- Prepare the plot plan showing lot dimensions, setbacks, structure dimensions, and clearly marked property lines and construction area.
- Obtain supporting approvals and records as applicable: stormwater permit, septic permit or records or TDEC septic inspection letter, or STEP approval, and an address assignment if the parcel does not yet have one.
- Assemble contractor documents if a contractor is used: Tennessee contractor license and workers compensation certificate of liability or exemption. Owner-as-contractor paperwork is completed in office.
- Provide floor plan and estimated construction cost.
- Submit the complete package to Wilson County Building Codes. The Watertown-specific checklist says the office processes applications Monday through Friday from 8:00 AM to 3:30 PM and only accepts check, cashier's check, and money order payable to Wilson County Building Codes.
- Pay adequate facilities tax to Wilson County if required for new homes or new mobile homes, on a separate check. The checklist states the building permit fee itself must be paid to the City of Watertown.
- Complete county inspections during construction and obtain final approval before occupancy.
Typical processing time: No permit issuance time was publicly posted. County inspection document states inspectors have up to 72 business hours to conduct inspections after request.
General Requirements
Wilson County administers Watertown building permit intake through a city-specific checklist for homes, mobile homes, accessory dwelling units, and additions. Public city planning pages also route rezonings, site plans, plats, and variances through Wilson County Planning.
Required Documents

- Septic permit or records or TDEC septic inspection letter

- Contractor license and workers compensation documentation if applicable
- Floor plan
- Estimated construction cost

- Building code
- Watertown does not publish a separate building-code adoption summary on the city pages reviewed. Because permit intake is administered by Wilson County Building Codes, applicants should expect county-enforced adopted codes unless the city directs otherwise for a city-specific amendment.
- Owner-builder
- Checklist says if you are serving as your own contractor, forms are completed in the county office when applying.
- Contractor requirements
- Wilson County checklist requires contractor name, copy of State of Tennessee contractor license, and workers compensation certificate of liability or exemption.
