Application Process

  1. Register contractor account if applying as a contractor; the city posts an explicit contractor account registration notice for the portal.
  2. For a residential house permit, submit the completed building permit application to the Building Department in person or by email to bldg@mtjuliet-tn.gov.
  3. Include Tennessee contractor license and general liability certificate of insurance listing the City of Mt. Juliet as certificate holder.
  4. Provide flood plain information sheet, erosion prevention and sediment control contract, sewer contract, Wilson County adequate facilities tax receipt, recorded final plat approved by Planning and Zoning, and electronic building plans for review.
  5. After the building permit is issued, subcontractors apply for their trade permits with their own license and insurance documents.
  6. Request inspections by email or phone. For next-day inspections, requests must be turned in before 2:00 PM.
  7. Pass required rough and final inspections before occupancy. City notices in the residential packet state all required trade rough inspections plus frame must pass before insulation and drywall are stocked, and all inspections must be complete before final inspection and Certificate of Occupancy.

Typical processing time: No general permit turnaround was publicly posted. The city does publish next-day inspection cutoff if requests are received before 2:00 PM.

General Requirements

Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, change occupancy, add a pool, deck, arbor, or storage building, or install or modify electrical, gas, mechanical, or plumbing systems regulated by the adopted codes must first obtain a permit.

Permit validity

Contractor requirements
Residential packet requires state contractor license and general liability insurance for general contractor and each subcontractor. Trade permits must be signed by the applicable licensed trade contractor.

Fees

Minimum permit fee
$50 for residential decks, detached garages, pole barns, miscellaneous structures, remodels, and renovations; electrical minimum fee is $75.
Plan check fee
Residential construction plan review is one-half of building permit fee. Non-residential plan review equals the building permit fee. State-rule review adds $250 plus $2.50 per $1,000 of valuation where applicable.
Permit fee formula
Residential decks, detached garages, pole barns, miscellaneous structures, remodels, and renovations use a valuation-based schedule. Non-residential new construction uses square-foot tiers. Plumbing, mechanical, and electrical use flat and unit-based schedules.
Reinspection fee
$150 for failed inspections
Penalty (no permit)
Starting work without a permit adds 100 percent penalty in addition to usual permit fee; fourth failed inspection carries minimum three-day stop work order.
Payment note
Current public pages do not clearly post accepted payment methods for building permits. Online bill pay exists on the city site, but the building pages do not expressly state that all permit fees are payable online.

Work That Does NOT Require a Permit

  • Fences not over 7 feet in height
  • Sidewalks and driveways not more than 30 inches above grade, not over a basement or story below, and not part of an accessible route
  • Prefabricated swimming pools accessory to Group R-3 occupancy that are less than 24 inches deep
  • Swings and other playground equipment accessory to detached one-family and two-family dwellings
  • Window awnings supported by an exterior wall that project no more than 54 inches and do not require additional support for Group R-3 and Group U occupancies
  • Retaining walls not over 4 feet in height unless supporting a surcharge or impounding Class I, II, or III-A liquids
