Application Process
- Confirm whether the work is maintenance-only or requires a permit using the Bureau FAQ and the Building Permit Requirements pamphlet.
- Start the application in OpenGov, choose the permit type, and upload plans and supporting materials where required.

General Requirements
Permits are generally required once work goes beyond maintenance and involves constructing, enlarging, altering, moving, removing, demolishing, structural work, electrical, plumbing, mechanical, fire protection, site development, signs, sheds, decks, drainage-changing patios, and interior remodeling; roof replacement over 25% of one roof surface also requires a permit

Fees
- Plan check fee
- Review and inspection fee deposit is 0.75% of valuation, with plan review billed at $75 per hour and total review and inspection capped at 1.75% of BVD
- Permit fee formula
- Building, plumbing, mechanical, electrical, curb and sidewalk, and sign permits are 1.25% of valuation plus a $35 administrative permit fee and $4.50 Pennsylvania Act 13 fee where applicable
- Reinspection fee
- Certificate of occupancy/compliance reinspections range from $50 to $125 depending on size
- Payment note
- Review and inspection charges are tracked against the RIF deposit; any balance due must be paid before a certificate of occupancy is issued

- Siding
- Rain gutters and downspouts
- Window replacement of the same size
Important: York City frames exemptions as maintenance-only work and warns that historic district properties may still require HARB approval even if a permit is otherwise not required
