Application Process
- Determine zoning and planning requirements for the unincorporated site and complete the applicable county zoning compliance or zoning authorization form.
- Prepare the required site plan. The county's residential zoning compliance application requires a scaled sketched site plan showing lot shape and dimensions, existing and proposed structures, distances to property lines, and intended uses.
- Submit the county zoning application and any supporting planning materials to Yadkin County Planning and Development.
- Submit building, electrical, plumbing, mechanical, manufactured home, or commercial permit forms and plans to Yadkin County Central Permitting by email at permitting@yadkincountync.gov or in person.
- Pay the applicable zoning and construction permit fees.
- Keep approved plans on the site, schedule inspections, and complete the county inspection sequence through final approval before occupancy.
Typical processing time: No county-specific standard turnaround was posted on the main public pages reviewed. North Carolina law requires initial review of residential building plans within 15 business days if the county elects to review residential plans.
General Requirements
County permits are required for the construction, reconstruction, alteration, repair, movement, removal, or demolition of buildings or structures; installation, extension, or general repair of plumbing systems; installation, extension, alteration, or general repair of heating or cooling systems; and installation, extension, alteration, or general repair of electrical wiring, devices, appliances, or equipment. Unincorporated projects also require county zoning compliance and, where applicable, watershed or floodplain review.

- Permit validity
- County permits expire 6 months after issuance if work has not commenced. If work is discontinued for 12 months after commencement, the permit immediately expires until reinstated.

- Owner-builder
- County owner exemption affidavit requires the owner to personally manage the construction, be regularly on site and present for inspections unless sealed plans qualify for the exception, and occupy the building for 12 months after completion without offering it for rent, lease, or sale.

- NC general contractor license required at $40,000 and above; contractor license information required on county forms; electrical contractors must be licensed through the NC State Board of Examiners of Electrical Contractors.
Fees
- Minimum permit fee
- $30.00 (Zoning permit, single-family residential); $35.00 (manufactured home site inspection); $200.00 (county new construction and additions); $65.00 (county minimum trade permit)
- Plan check fee
- Building plan review is $0.015 per square foot for 0-10,000 square feet and $0.015 on the first 10,000 square feet plus $0.01 per additional square foot over 10,000 square feet. Planning review fees include zoning permit with site plan review at $75.00 residential and $500.00 non-residential.
- Permit fee formula
- Planning and zoning fees are flat by permit type. Building permit fees are square-foot based for many residential and commercial buildings, with flat fees for many trade permits, accessory structures, temporary occupancy, demolition, decks, roofs over decks, fireplaces, pools, signs, and similar items.
- Trade permit fee
- $65.00 county minimum trade permit fee
- Reinspection fee
- $65.00 per additional reinspection trip; $65.00 for inspections called in but not ready
- Penalty (no permit)
- Permit renewal is 50% of original fee; double permit fees for starting construction without a permit

Work That Does NOT Require a Permit
- Work exempted by N.C.G.S. 160D-1110(c) for qualifying projects costing $40,000 or less in a single-family residence, farm building, or commercial building, so long as the work does not involve load-bearing structural work, plumbing design changes, HVAC or electrical design changes, prohibited materials, new roofing, or Fire Code-triggered changes
- Replacement of windows, doors, exterior siding, and the pickets, railings, stair treads, and decking of porches and exterior decks may fall within the statutory exemption if the work otherwise meets N.C.G.S. 160D-1110(c)
- In one- or two-family dwellings, certain same-location water heater replacements and certain like-kind electrical lighting fixture or device replacements may be exempt under N.C.G.S. 160D-1110(a)
Important: County planning/zoning application materials specifically note that no NC Building Code exemptions apply to residential construction on bona fide farm property and that all construction permits are required for residential occupancy structures and accessory buildings.
