General Requirements
Person County requires permits before construction, reconstruction, alteration, repair, movement, removal, or demolition of buildings, and for plumbing, HVAC, and electrical system work. County zoning permits apply to structures and uses regulated by the county planning ordinance.
Required Documents
- County planning publishes project-specific land-use applications for dwellings, additions, and accessory structures
- County general information sheet
- Completed county building permit application
- Contractor signatures
- Duke Premise ID if applicable
- Lien agent information when required
- Plans or drawings if applicable
- Scope of work if applicable
- Permit validity
- County zoning permits expire 1 year after issuance unless work has substantially commenced. Once work has substantially commenced, the permit remains valid through project completion unless work is suspended or abandoned for 12 months. County building permits follow N.C.G.S. 160D-1111, under which a permit expires after 6 months if work has not commenced and expires after a 12-month discontinuance once work has begun.
- Building code
- Person County enforces the North Carolina State Building Code. The 2018 code remains the currently effective statewide mandatory code pending the delayed mandatory effective date of the 2024 code.
- Owner-builder
- Owners may act as their own general contractor if they own the land, will personally occupy the structure for 12 months after completion, and submit an owner's affidavit. Homeowners may perform plumbing, HVAC, and electrical work on their primary dwelling with the proper trade permit.
- Contractor requirements
- Licensed NC general contractor required over $40,000 project cost. Licensed plumbing, HVAC, sprinkler, and electrical contractors required for those trades except for the limited homeowner exceptions.
Fees
- Minimum permit fee
- $75 (county inspections); $60 (county residential zoning permit for single-family dwelling, mobile home, modular home, duplex construction, and additions)
- Plan check fee
- No separate county building plan-check fee was posted. County sign permit guidance references plan review timing but not a separate plan-check fee.
- Permit fee formula
- County inspections uses flat, square-foot, and job-cost formulas depending on permit type. County zoning uses flat fees for many residential permits and acreage-based formulas for some other applications.
- Trade permit fee
- Included in county inspections permit fees
- Reinspection fee
- $75 (1st reinspection), with escalating 2nd, 3rd, and 4th reinspection charges of $100, $150, and $300. Begin work without permit doubles the county building fee. Renewing an expired county building permit costs 50 percent of the original fee.
- Penalty (no permit)
- County zoning also doubles fees for structures built without a permit.
- Payment note
- No public surcharge note found. County fees are billed through the portal and may also be handled through the county offices.
Fees change. Verify current amounts at the official fee schedule.
