Application Process
- Start with Environmental Health if the lot is not served by municipal water and sewer.
- Obtain county zoning approval. Person County planning publishes separate land-use zoning applications for dwellings, additions, and accessory structures and says county development must be reviewed before it starts.
- Compile the county building application packet: general information sheet, completed building permit application, all contractor signatures, Duke Premise ID if applicable, lien agent entry number for projects over $40,000, plans or drawings if applicable, and scope of work if applicable.
- Submit to Person County Inspections through EnerGov, in person, or by email to inspections@personcountync.gov.
- Pay the county zoning and county inspections fees. If building or sign review is incomplete or revisions are needed, resubmission and penalty fees can apply.
- After issuance, keep approved plans on site, call in inspections with 24-hour notice, and complete zoning, Environmental Health, and final inspections before occupancy.
Typical processing time: No general county building-permit turnaround posted. County sign permit process says about 5 to 7 business days for acceptance or rejection. County says inspections are performed within 3 working days after being scheduled.

General Requirements
Person County requires permits before construction, reconstruction, alteration, repair, movement, removal, or demolition of buildings and for installation, extension, alteration, or repair of plumbing, heating or cooling, and electrical systems. County zoning permits are also required for covered uses and structures in the planning ordinance.

- Permit validity
- County zoning permit expires 1 year after issuance unless work has substantially commenced. After substantial commencement, it remains valid through project completion unless work is suspended or abandoned for 12 months. County building permit expires under N.C.G.S. 160D-1111 if work does not commence within 6 months, or if work is discontinued for 12 months after commencement.
- Building code
- Person County enforces the North Carolina State Building Code. The 2018 code remains the mandatorily effective statewide code, with the 2024 code delayed and not yet mandatorily effective as of December 5, 2025.
- Owner-builder
- Owner may act as own general contractor if they own the land, occupy the completed structure for 12 months, and submit an owner's affidavit. Homeowners may perform plumbing, HVAC, and electrical work on the premises of their primary dwelling with the proper trade permit.
- Contractor requirements
- NC licensed general contractor required for projects over $40,000. Licensed plumbing, HVAC, sprinkler, and electrical contractors required for those trades except where homeowner exceptions apply.

- $75 (county inspections); $60 (county residential zoning permit)

- No separate county building plan-check fee identified on the posted fee schedule.
- Permit fee formula
- County inspections uses a mixed fee structure with flat fees, square-foot pricing, and job-cost formulas. County zoning uses flat fees for many permit classes and acreage-based formulas for some larger or quasi-judicial approvals.
- Trade permit fee

- Reinspection fee
- Reinspection $75; 2nd reinspection $100; 3rd reinspection $150; 4th reinspection $300. Not ready for inspection $75. Begin work without permit doubles fee. Renew expired permit 50 percent of original fee.
- Penalty (no permit)
- County zoning also doubles fees for structures built without a permit and charges half-fee resubmissions for revisions.
- Payment note
- Shared portal supports account-based invoicing and payment. No public processing-surcharge note was found.

Work That Does NOT Require a Permit
- Repair of non-load-bearing components and non-structural repairs
- Replacement of windows and doors if same size and same location
- Repairing pickets, railings, stair treads, and decking on exterior decks, porches, and balconies
- Plumbing fixture or fitting replacement with no equipment-size or system-capacity change
- Like-for-like water heater replacement in the same location
- Vinyl siding replacement if total cost does not exceed $40,000
- Roofing replacement that does not exceed $40,000, uses the same material type, and has no structural work
- Repair or replacement of dishwashers, disposals, water heaters, electrical devices, or light fixtures if no wiring is added or relocated
