Application Process
- Confirm whether your project needs a city zoning permit, a county building permit, or both (typically both are required).
- Prepare the zoning application through the shared EnerGov portal. City requires a site plan with zoning applications, which is circulated to city departments for review.
- Obtain any prerequisite outside approvals. Person County will not issue a building permit without Environmental Health approval (where applicable) and city zoning approval.
- Submit the county building package to Person County Inspections by email, portal, or in person. Required documents: general information sheet, completed building permit application, all contractor signatures, Duke Premise ID if applicable, lien agent number for projects over $40,000, plans or drawings if applicable, and scope of work form if applicable.
- Pay all invoiced fees. Roxboro requires all application fees to be paid before permit issuance.
- After review and issuance, keep approved plans on site for inspections. County inspections require 24-hour notice.
- Complete final zoning compliance inspection before the county issues a certificate of occupancy.
Typical processing time: Zoning review may take up to 2 weeks from receipt of a complete application; complex projects take longer. Sign permits typically take 5-7 business days.

General Requirements
In Roxboro, a zoning permit is required before land may be used or occupied and no building may be constructed, structurally altered, erected, moved, or changed in use. Building permits are required before construction, reconstruction, alteration, repair, movement, removal, demolition, and for plumbing, HVAC, and electrical work.

- Permit validity
- Building permits expire 12 months after issuance unless work has commenced, and expire if work is discontinued for 24 months after commencement. Other local development approvals expire 1 year after issuance unless work has substantially commenced; once started, they become void after a 24-month voluntary gap in work.

- North Carolina State Building Code (2018 version is currently mandatorily effective); Roxboro UDO incorporates this code by reference. NC Electrical Code 2020 is effective for applicable non-residential work.
- Owner-builder
- An owner may act as their own general contractor for construction of a home, addition, or accessory structure if they own the land, personally occupy the structure for 12 months after completion, and submit an owner's affidavit. Homeowners may also perform plumbing, heating, and electrical work on the premises of their primary dwelling with the appropriate trade permit.

- Licensed NC general contractor required for work exceeding $40,000. Licensed plumbing, heating, air conditioning, sprinkler, and electrical contractors are required for those trades, subject to homeowner exceptions.

- Permit fee formula
- County building uses mixed flat, square-foot, and job-cost rates depending on permit type. City zoning fees are invoiced through the portal based on application type.

- Reinspection fee
- $75 (1st reinspection); $100 (2nd); $150 (3rd); $300 (4th). Escalating fees for repeat reinspections. Not-ready charge also $75.
- Penalty (no permit)
- Double the permit fee for beginning work without a permit. Occupying a residence without a certificate of occupancy: $2,000 under county fee schedule.

Work That Does NOT Require a Permit
- Repair of non-load-bearing components and other non-structural repairs
- Replacement of windows and doors in the same location and same size
- Repair of pickets, railings, stair treads, and decking on exterior decks, porches, and balconies
- Plumbing fixture or fitting replacement that does not change equipment size or system capacity
- Like-for-like water heater replacement in the same location
- Vinyl siding replacement when total cost does not exceed $40,000
- Roofing replacement that does not exceed $40,000, uses the same material type, and involves no structural work
- Repair or replacement of dishwashers, disposals, water heaters, electrical devices, or light fixtures when wiring is not added or relocated
Important: Exempt from building permit does not mean exempt from zoning or other regulatory requirements. Confirm with the Planning Department before proceeding.

- Requests must be called in by 3:00 p.m. for the next working day. All inspections must go through the main desk; leaving a request on an inspector voicemail is not acceptable.
- Inspection hours
- Monday-Friday, 8:30 a.m. to 5 p.m.
- Time windows
- AM window: 8:30 a.m. to 9:00 a.m.; PM window: 1:00 p.m. to 5:00 p.m. Footings, slabs, and trenches may be requested as AM or PM inspections.
Typical inspection sequence: Typical sequence for residential: footing; foundation or floor framing; waterproofing or basement wall as needed; slab; rough-in inspections for all trades; framing; insulation; trenches or slab utilities as needed; temporary electrical final; building final; electrical final; plumbing final; mechanical final. Final zoning compliance must be approved by City Planning before the county issues a certificate of occupancy.
