Application Process

  1. Confirm whether your project needs a city zoning permit, a county building permit, or both (typically both are required).
  2. Prepare the zoning application through the shared EnerGov portal. City requires a site plan with zoning applications, which is circulated to city departments for review.
  3. Obtain any prerequisite outside approvals. Person County will not issue a building permit without Environmental Health approval (where applicable) and city zoning approval.
  4. Submit the county building package to Person County Inspections by email, portal, or in person. Required documents: general information sheet, completed building permit application, all contractor signatures, Duke Premise ID if applicable, lien agent number for projects over $40,000, plans or drawings if applicable, and scope of work form if applicable.
  5. Pay all invoiced fees. Roxboro requires all application fees to be paid before permit issuance.
  6. After review and issuance, keep approved plans on site for inspections. County inspections require 24-hour notice.
  7. Complete final zoning compliance inspection before the county issues a certificate of occupancy.

Typical processing time: Zoning review may take up to 2 weeks from receipt of a complete application; complex projects take longer. Sign permits typically take 5-7 business days.
