Application Process

  1. Determine whether Environmental Health review is required first. County planning advises applicants to start construction plans with Environmental Health if the property is not served with municipal water and sewer.

  5. Pay applicable county zoning and county inspections fees.
  6. Keep approved plans on the site and schedule inspections with the county using the permit number. Final building inspection requires zoning and Environmental Health finals first.

General Requirements

Person County requires permits before construction, reconstruction, alteration, repair, movement to another site, removal, or demolition of any building, and for installation, extension, alteration, or repair of plumbing, heating or cooling, and electrical systems. County zoning permits are also required for structures and uses covered by the planning ordinance.

Permit validity
County zoning permits expire 1 year after issuance unless work has substantially commenced. Once substantial commencement occurs, the permit remains valid through completion unless work is suspended or abandoned for 12 months. County building permits are governed by N.C.G.S. 160D-1111: permit expires 6 months after issuance if work has not commenced, and expires if work is discontinued for 12 months after commencement.
Building code
Person County enforces the North Carolina State Building Code. The 2018 North Carolina State Building Code remains the mandatorily effective statewide code as of December 5, 2025.
Owner-builder
Person County allows an owner to act as their own general contractor for a home, addition, or accessory structure if they own the land, personally occupy the structure for 12 months after completion, and submit an owner's affidavit. Homeowners may do plumbing, HVAC, and electrical work on their primary dwelling with the proper trade permit.
Contractor requirements
Licensed NC general contractor is required when construction cost exceeds $40,000. Licensed plumbing, heating, air conditioning, sprinkler, and electrical contractors are required for those trades, subject to homeowner exceptions.

  • Repair of non-load-bearing components and non-structural repairs

  • Repairing pickets, railings, stair treads, and decking on exterior decks, porches, and balconies
  • Plumbing fixture or fitting replacement that does not change equipment size or system capacity
  • Like-for-like water heater replacement in the same location
  • Vinyl siding replacement if total cost does not exceed $40,000
  • Roofing replacement that does not exceed $40,000, uses the same material type, and includes no structural work
  • Repair or replacement of dishwashers, disposals, water heaters, electrical devices, or light fixtures when no wiring is added or relocated
