Application Process
- Determine whether the project needs only a building permit or both a zoning permit and a building permit.

General Requirements
A permit is required for new construction, structural work, HVAC replacement or duct work, plumbing connected to the water supply or drain-waste system below a trap, and other work regulated by the building code. A zoning permit may also be required for changes affecting footprint, site conditions, or use.

- $100.00 Technical Review fee for building permits, plus a $40.00 Online Permitting and Access fee charged on each individual permit.
- Permit fee formula
- Predominantly square-foot-based permit fees for building and trade permits, plus flat fees for demolition, relocation, mobile-home setup, water-heater replacements, service changes, gas-only permits, and sign work. Administrative fees are added separately.
- Reinspection fee
- $75.00 after the 2nd failure, $150.00 after the 4th failure, and $300.00 after the 6th failure.
- Penalty (no permit)
- Work started without the required construction permit is charged at twice the original non-administrative permit fees.
- Payment note
- Carrboro routes permit applications through PIPER. The fee schedule also adds a per-permit online permitting fee, so applicants should expect portal-based processing charges to be embedded in the fee total.
