Application Process
- Confirm zoning with City of Lincolnton Planning and Development and obtain city zoning approval before county plan review.
- Assemble the Lincoln County permit packet, including the residential or trade application, zoning site plan, erosion control form if applicable, workers compensation affidavit, lien agent appointment if required, and owner-builder licensure exemption affidavit if applicable.

Work That Does NOT Require a Permit

- Replacement of windows, doors, exterior siding, or porch and deck pickets, railings, stair treads, and decking when the work otherwise stays within the North Carolina statutory exemption
- One- or two-family dwelling water heater replacement when the statutory same-kind licensed-installer conditions are met
Important: Very minor city zoning items should be verified with city staff, but building permit exemptions still follow North Carolina statute.
