Application Process

  1. Confirm zoning with City of Lincolnton Planning and Development and obtain city zoning approval before county plan review.
  2. Assemble the Lincoln County permit packet, including the residential or trade application, zoning site plan, erosion control form if applicable, workers compensation affidavit, lien agent appointment if required, and owner-builder licensure exemption affidavit if applicable.

Work That Does NOT Require a Permit

  • Work costing $40,000 or less in a single-family residence, farm building, or commercial building when it does not involve load-bearing work, design changes to plumbing, additions or design changes to HVAC or electrical work, non-code materials, new roofing, or fire code regulated changes
  • Replacement of windows, doors, exterior siding, or porch and deck pickets, railings, stair treads, and decking when the work otherwise stays within the North Carolina statutory exemption
  • One- or two-family dwelling water heater replacement when the statutory same-kind licensed-installer conditions are met

Important: Very minor city zoning items should be verified with city staff, but building permit exemptions still follow North Carolina statute.
