Owner-builder

The owner must state they will occupy the structure and that it is not intended for rent, lease, or sale. State law requires an owner-builder affidavit for exemption claims.
Contractor requirements
NC general contractor licensure is required by state law for projects costing $40,000 or more. Electrical contractors must be state licensed. Note: The city's posted building permit form contains older text stating $30,000 threshold; the state statute ($40,000) is the controlling source.
