Application Process

  1. Identify the needed permit package on the county Permit Applications page.
  2. Obtain any required county zoning, site plan, floodplain, environmental health, or outside-agency approvals before submittal.
  3. Complete the permit package and gather plans, valuation information, and required appendices.
  4. Submit through county Citizen Self Service with all attachments.
  5. County performs zoning and building review and calculates fees.
  6. Pay required fees.
  7. Permit is issued and inspections are scheduled as work progresses.

Typical processing time: County does not post one universal issuance timeframe on the reviewed pages. North Carolina law requires initial residential reviews within 15 business days where residential plan review is performed.

General Requirements

County permits are required for covered residential and commercial building, trade, demolition, pool, deck, detached structure, manufactured home, sign, zoning, and related work described in county permit packages and fee schedules.

Permit validity
G.S. 160D-1111 provides that permits expire if work does not commence within 6 months, or if work is discontinued for 12 months after commencement.

Valuation based, starting at $90.00 for $1 to $5,000, then scaling by valuation bracket; many permit types are flat fee. County zoning fees are separately listed by permit type.
Reinspection fee
Not-ready inspection fee $350.00; residential reinspection fees begin at $90.00 and escalate; work started without permit is charged at double fee
Payment note
County Citizen Self Service is the online intake and management portal. County fee schedule notes that 50 percent of total zoning permit fee is due prior to review of the application and plans, with the remaining 50 percent due prior to issuance of zoning permit.
