Application Process

  1. Determine whether the project needs a Siler City zoning permit. The town says zoning permits apply to new construction, expansion, or changes of ownership, occupancy, or use.
  2. Submit the town development or zoning application through the Siler City OpenGov category or by the downloadable town forms.
  3. If additional approvals are needed, complete any site plan, special use, variance, text amendment, or farm determination process through the town.
  4. After town zoning approval, submit required county building, trade, septic, or well permit applications to Chatham County Central Permitting.
  5. Upload plans and supporting documents, respond to comments, and pay applicable local and county fees.
  6. Receive the county building permit and schedule county inspections through the county system.

Typical processing time: Siler City states planning staff aim for a zoning permit turnaround of no more than 48 hours when complete materials are submitted.

Permit validity

Owner-builder
County owner-builder and licensure rules apply to the construction permit side. Town application materials reviewed did not publish a separate owner-builder rule.
Contractor requirements
Town permit materials do not override state licensure. NC general contractor license is required at $40,000 and above. Chatham County enforces contractor information collection for county permits. Electrical contractor licensure is state-controlled.

Fees

Minimum permit fee
Town zoning permit fees start at $35 minimum for some lower-intensity zoning permits and $75 for new single-family or two-family residential zoning permits. County trade permits start at $75 per trade or $100 minimum.
Plan check fee
County residential plan review is $100 for new construction and $60 for additions, accessory work, alterations, or re-review. Siler City charges review fees noted in its fee schedule.
Permit fee formula
Siler City zoning fees are mixed flat and construction-cost based. County construction fees use flat, square-foot, or cost-tier methods.
Reinspection fee
County reinspection fees apply to the county construction permit side, including $60 to $125 depending on failed-inspection count. Town indexed fee text states the first requested planning inspection and a requested follow-up inspection are covered by the initial fee, but any additional planning inspection trip costs $50.
Penalty (no permit)
If work starts without plan, plat, and permit approvals, a double fee applies. County work-without-permit penalty is also double permit fee.
Payment note
Siler City's applications page says the portal will allow fee payment online. Chatham County adds 2.99% plus $0.99 to credit card transactions and does not accept cash or check after 4:00 p.m.

Work That Does NOT Require a Permit

  • A project may still need a Siler City zoning permit even when the state construction-permit exception applies.
  • State building-permit exceptions under G.S. 160D-1110(c) may cover qualifying work of $40,000 or less that does not involve structural, design-change, new roofing, or fire-code-triggering work.
  • Uncovered handicap ramps for single-family and two-family residential uses are exempt from listed local fees.
  • Bona fide farms outside city limits are exempt from certain local planning fees, but county or state permits may still apply depending on scope.

Typical inspection sequence: Town zoning review first, then county building and trade inspections. County residential sequencing requires trade rough-ins before framing and trade finals before building final. Commercial finals are scheduled by appointment with building and fire inspectors and others as needed.
