Application Process

  1. Contact Pittsboro Planning before submittal; the town encourages a Scoping Meeting, and a Pre-Submittal Meeting is required for non-residential permits.
  2. Submit the Pittsboro zoning or development application through OpenGov or by the town's alternate submittal method.
  3. Provide required site plans, utility service materials, and other town-level planning or engineering documents; pay town review fees after staff assessment.
  4. Obtain Pittsboro zoning approval. Chatham County Central Permitting requires town zoning approval before issuing the building permit.
  5. Submit the construction permit application package to Chatham County Central Permitting through OpenGov with county application forms, plans, and supporting approvals.
  6. Respond to review comments, pay county permit fees and any remaining town engineering or utility fees, then receive the county-issued permit.
  7. Schedule county inspections during construction. For final occupancy, Chatham County will not issue the Certificate of Occupancy or Certificate of Compliance until the town has completed its final zoning or engineering inspections.

Typical processing time: Pittsboro states a 10 business day first review cycle for residential permits. Non-residential first review is 30 business days, with 15 business days for subsequent submittals.

Owner-builder
Pittsboro uses the county permit system. Chatham County publishes an Owner Builder Statement form, and North Carolina licensure exemptions require owner affidavits under G.S. 87-14 and G.S. 160D-1115.
Contractor requirements
NC general contractor license is required for projects of $40,000 or more. Chatham County also publishes add or change contractor and workers compensation forms. Electrical work requiring a licensed electrical contractor must follow state licensing rules.

Minimum permit fee
County trade permit minimum is $100 for many county permit categories, with some specified trade permits at $75. Pittsboro zoning compliance residential new-unit fees start at $300.
Plan check fee
County plan review is $100 for residential new construction, $60 for residential addition, accessory, alteration, or re-review. Pittsboro also charges separate planning and engineering review fees.
Permit fee formula
County construction fees are mixed flat and valuation or square-foot based. Pittsboro planning fees are mostly flat and acreage or lot based.
Reinspection fee
County reinspection fees are $60 for failed inspections 2 through 5, $75 for failed inspections 6 through 9, and $125 for 10 or more. Extra inspection trip is $60.

Payment note
Chatham County states it does not accept cash or check after 4:00 p.m. and adds 2.99% plus $0.99 to credit card transactions. Pittsboro states OpenGov credit card payments are available after staff assesses the fee; offline town payments are generally by check payable to the Town of Pittsboro.

Work That Does NOT Require a Permit

  • Limited low-cost work may be exempt from a county building permit under G.S. 160D-1110(c) if it costs $40,000 or less and is performed to code in a single-family residence, farm building, or commercial building.
  • Pittsboro zoning approval can still be required even where the state construction-permit exception applies.
  • Like-kind replacement of windows, doors, exterior siding, and porch or deck pickets, railings, stair treads, and decking can fall within the state exception if no load-bearing work is involved.
  • Like-kind plumbing replacements that do not change size or capacity can be exempt under the state exception.
  • Like-kind replacement of electrical devices and lighting fixtures in one- or two-family dwellings by a licensed electrician can be exempt under G.S. 160D-1110(a)(4).
  • Replacement of certain water heaters in one- or two-family dwellings can be exempt if the statutory same-location, same-or-less-capacity, and licensed-trade conditions are met.

Scheduling deadline
Commercial building finals are appointment-based and must be scheduled at least 3 days in advance.
Inspection hours
Monday through Friday, 8:00 a.m. to 5:00 p.m.

Typical inspection sequence: County inspections cover building, electrical, plumbing, HVAC, insulation, mobile or modular setup. For residential projects, all trade rough-ins must be approved before framing, and all trade finals must be approved before building final. Pittsboro then requires final town zoning or engineering clearance before county issuance of CO or CC.
