Application Process
- Confirm permit type with Development Services and determine whether planning, zoning, floodplain, or other pre-permit approvals are required.
- Create an Accela Citizen Access account and start the permit record in the city portal.
- Upload plans and supporting documents through the Permit Application Center and online portal.
- Development Services performs plan review and issues correction comments as needed.
- Revise and resubmit through the portal until all review disciplines clear.
- Pay fees once invoiced and permit status moves to issuance.
- Post permit documents on site and schedule inspections online no later than 6:00 p.m. the business day before the requested inspection.
General Requirements
Asheville requires permits for work regulated by the NC State Building Code, including new buildings, additions, structural renovations, and trade work.

Work That Does NOT Require a Permit
- Limited low-cost work can be exempt under NCGS 160D-1110 for qualifying one- and two-family dwellings
- Like-kind replacement of windows, doors, exterior siding, decking boards, pickets, stair treads, and similar finish items can be exempt if no load-bearing work is involved
- Certain same-size trade replacements by properly licensed contractors can be exempt
