Application Process

  1. Contact State Office of Local Code Enforcement at 908-713-0722 before beginning any work in unincorporated Warren County.
  2. Obtain any required zoning approvals from appropriate county authorities.
  3. Submit UCC construction permit application to State Office of Local Code Enforcement with all required documentation.
  4. Pay applicable construction permit fees.

General Requirements

Building permit required for all construction in unincorporated Warren County except for work specifically exempted by N.J.A.C. 5:23-2.14.

Work That Does NOT Require a Permit

  • Ordinary maintenance: Non-structural replacement-in-kind, painting, wallpapering, floor covering
  • Sheds: Utility sheds 200 sq ft or less, 10 feet or less in height, no utility connections
  • Fences: Six feet or less in height (except pool barriers)
  • Temporary structures: Less than 120 sq ft, in place less than 180 days
  • Retaining walls: Less than 4 feet in height (unless impacting foundation)

Important: Standard UCC exemptions apply. Additional zoning or environmental approvals may be required.
