Application Process

Permit validity
Work must begin within 180 days. Inspections must be requested and approved to maintain validity. Extensions available upon written request.

2024 International Building Code (IBC), 2024 International Residential Code (IRC), 2024 International Existing Building Code (IEBC), 2024 International Energy Conservation Code (IECC), 2023 National Electrical Code (NEC), 2024 Uniform Plumbing Code (UPC), 2024 International Mechanical Code (IMC) or 2024 Uniform Mechanical Code, 2024 Northern Nevada Amendments (NNICC), Sparks Municipal Code Title 15.05 (administrative amendments).
Owner-builder
Owner may act as own general contractor. Must obtain NSCB Owner-Builder Exemption. Submit affidavit with permit application. Cannot sell/lease within 1 year. Direct supervision required. All subcontractors must be NSCB-licensed.
Contractor requirements
NSCB license required for work over $1,000. Proper classification for work scope. City of Sparks contractor registration may be required. Verification through NSCB website.

Minimum permit fee
$23.50 for projects up to $500 valuation

Based on project valuation (total cost of work including materials and labor)

Work That Does NOT Require a Permit

  • Sheds/gazebos/freestanding structures 200 sq ft or less (must comply with setbacks: typically 5 feet from house, 3 feet from property lines)
  • Replacing floor covering
  • Replacing cabinets and molding
  • Replacing residential light fixtures
  • Replacing plumbing fixtures
  • Clearing stoppages or repairing leaks without altering existing plumbing
  • Replacing stucco or drywall if less than 100 sq ft

Important: Even if a building permit is not required, work must still comply with zoning setbacks and HOA requirements. Electrical, plumbing, and mechanical permits may still be required for associated work.
