Application Process

- Work must begin within 180 days. Inspections must be requested and approved to maintain validity. Extensions available upon written request.

- Owner-builder
- Owner may act as own general contractor. Must obtain NSCB Owner-Builder Exemption. Submit affidavit with permit application. Cannot sell/lease within 1 year. Direct supervision required. All subcontractors must be NSCB-licensed.
- Contractor requirements
- NSCB license required for work over $1,000. Proper classification for work scope. City of Sparks contractor registration may be required. Verification through NSCB website.
Fees

- $23.50 for projects up to $500 valuation

Work That Does NOT Require a Permit
- Sheds/gazebos/freestanding structures 200 sq ft or less (must comply with setbacks: typically 5 feet from house, 3 feet from property lines)
- Replacing floor covering
- Replacing cabinets and molding
- Replacing residential light fixtures
- Replacing plumbing fixtures
- Clearing stoppages or repairing leaks without altering existing plumbing
- Replacing stucco or drywall if less than 100 sq ft
Important: Even if a building permit is not required, work must still comply with zoning setbacks and HOA requirements. Electrical, plumbing, and mechanical permits may still be required for associated work.

Typical inspection sequence: Typical sequence: 1) Foundation/Footing, 2) Framing, 3) Rough electrical, plumbing, mechanical, 4) Insulation, 5) Final. Fencing, roofing replacements, and rooftop solar require final inspection only.
