Application Process

  1. Register and review Stoughton PermitEyes Applicant How-To Guide at stoughton.org/1765/Online-Permitting.
  2. Log into PermitEyes at permiteyes.us/stoughton/loginuser.php.
  3. Select permit type (building, plumbing, gas, electrical).
  4. Complete application: property address, project description, estimated cost, contractor and license information.
  5. Upload required documents (plans, CSL/HIC license, workers' compensation affidavit, plot plan where required).
  6. Submit application and check portal periodically (applications processed within approximately 2 business days).
  7. Status will change to 'ready for payment' or 'waiting for additional information'; submit payment once notified.
  8. - Plumbing, gas, and electrical permits issue automatically upon payment.
  9. - Building permits and other types require additional departmental review after payment.
  10. Download and print permit; post on site before commencing work.

General Requirements

A building permit is required for all construction within the Town of Stoughton.

It is unlawful to change use, extend, or displace the use of any building, structure, or lot without a use permit from Building Inspector.

Work That Does NOT Require a Permit

  • One-story detached accessory structures with floor area 120 square feet or less
  • Fences not exceeding 7 feet in height
  • Retaining walls not more than 4 feet in height (measured from bottom of footing), unless retaining surcharge or impounding liquid
  • Water tanks supported directly on grade, not exceeding 5,000 gallons, with a height-to-diameter ratio of 2:1 or less
  • Sidewalks and driveways not more than 30 inches above adjacent grade and not over any basement or story below
  • Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
  • Residential accessory above-ground swimming pools less than 24 inches deep, less than 5,000 gallons, and not permanently connected to any structure
  • Window awnings supported by an exterior wall projecting no more than 54 inches from the wall

Important: Statewide 780 CMR 105.2 exemptions apply. NOTE: Stoughton's bylaws require a separate use permit for changes in use or lot coverage even when a building permit might otherwise be exempt. Contact Jack Erickson at jerickson@stoughton-ma.gov with exemption questions.
