General Requirements

A building permit is required for all construction within West Springfield. No construction, reconstruction, alteration, repair, removal, or demolition may commence without a permit. No building permit or DPW curb cut permit will issue for construction, exterior alteration, or change of use of any commercial or industrial structure without site plan approval.

Permit validity

Owner-builder

Contractors must hold valid Construction Supervisor License (CSL) and Home Improvement Contractor (HIC) licenses registered with OCABR. Both licenses required for residential work.
