General Requirements
A building permit is required for all construction within West Springfield. No construction, reconstruction, alteration, repair, removal, or demolition may commence without a permit. No building permit or DPW curb cut permit will issue for construction, exterior alteration, or change of use of any commercial or industrial structure without site plan approval.

Important: West Springfield's town code specifically requires permits for fences, swimming pools, and lawn irrigation meters even in cases where a building permit might not be strictly required under state code.
