Application Process

  1. Confirm zoning and land use through the CCG Planning Department (interactive zoning map or phone (706) 225-4116).
  2. Determine if site-development permits are needed (projects with land disturbance, new driveways, or utility connections); contact CCG Engineering at https://www.columbusga.gov/engineering/Site-Development.
  3. Assemble the permit application package (completed building permit application, site plans, construction drawings, energy compliance documentation, and applicable supporting forms per project type).
  4. Submit to Inspections and Code through the EnerGov portal or in person at 1111 1st Avenue, 3rd Floor. Pay the application plan-review fee (commercial projects: 25% of permit fee, minimum $75).
  5. Department routes documents for multi-divisional review (building, electrical, mechanical, plumbing, fuel gas, zoning, fire, engineering, urban forestry, and others as applicable).
  6. Respond to reviewer comments and resubmit revised plans if required.
  7. Pay the permit fee once plan review is complete and all comments are resolved.
  8. Permit is issued. For online submissions, EnerGov activates the permit once fees are paid. Post the yellow permit card conspicuously on site.
  9. Schedule and pass all required inspections (foundation, slab, framing rough-in, insulation, final).
  10. Obtain final approval from all applicable divisions and receive Certificate of Occupancy (commercial) or Certificate of Completion (residential).

General Requirements

A building permit is required for new construction, additions, alterations, structural repairs, demolitions, moving of buildings, installation of mechanical/electrical/plumbing/fuel gas systems, signs, and sprinkler systems. Separate trade permits are also required for electrical, plumbing, gas, and mechanical work.

Permit validity
Columbus does not publish a standard validity period in public materials. The fee schedule includes a $75 reactivation fee for permits expired less than 24 months, confirming expiration tracking. Verify the specific validity period with the department at issuance.

Owner-builder
A property owner may act as their own contractor if the property is owner-occupied, not for sale/lease, and the owner provides direct supervision. Licensed subcontractors must still pull trade permits for electrical, plumbing, gas, and mechanical work. 24-month resale restriction applies: if owner acted as contractor and sold within 24 months of CO issuance, they cannot act as contractor again without a license.
Contractor requirements
All contractors performing residential construction valued over $2,500 must hold a valid license from the Georgia State Licensing Board for Residential and General Contractors (three categories: Residential-Basic, Residential-Light Commercial, General Contractor). Specialty trade contractors are licensed separately (electrical, plumbing, HVAC, low-voltage). Payment note
Credit card via fax/email: $3 handling fee (building permit) or $1 (other permits), plus 2.5% + $1.00 transaction fee. Permits paid by fax/email credit card may experience inspection delays until physical yellow permit card is posted. Payment accepted in person, by online portal, or by credit card authorization form (fax/email).

Work That Does NOT Require a Permit

  • Ordinary minor repairs (stopping leaks, clearing stoppages, removing and reinstalling water closets) that do not cut away walls, remove structural beams, change means of egress, or violate codes
  • Plumbing repairs: stopping leaks in drain/waste/vent pipes; clearing stoppages; repairing leaks in fixtures — however, replacement of concealed defective pipes or rearrangement of valves/pipes requires a permit

Important: An exemption from permit requirements does not authorize work that violates the technical codes or any other law. The building official determines whether proposed work qualifies as exempt. Confirm with the department before proceeding if there is any doubt.
