Application Process

1. Create a GovWell account through the city portal if submitting online.
2. Select the permit or application type and upload the required forms and supporting documentation, or use the posted application forms and coordinate with the department directly.
3. If the applicant is acting through an authorized permit agent or owner-builder, include the city-posted affidavit forms.
4. The Building Department reviews the application, routes plans as needed, and coordinates any required fire review or trade review.

General Requirements

Hampton states a permit is required before work begins and specifically lists new buildings, remodels, roofing, window replacement, accessory buildings, demolition, pools, electrical, plumbing, HVAC, signs, tree removal, emergency RV permits, and utility encroachment permits. Permits are required for construction, erection, moving, or alteration where the estimated cost exceeds $300.

Building code

Hampton states it follows the latest International Building Code together with Georgia state requirements. At minimum, Hampton must enforce the Georgia State Minimum Standard Codes effective January 1, 2026.

Owner-builder

The city posts an Owner Affidavit requiring the owner to directly supervise the work and acknowledging the O.C.G.A. 43-41-17 restrictions, including limitations on sale, lease, rent, or opening the structure to the public for 24 months after completion.

Contractor requirements

The city posts a Georgia Authorized Permit Agent form and requires contractor credential information. State residential contractor licensing requirements apply above the Georgia threshold.
