Application Process
- Gather the required permit application, plans, site plan, and any utility approvals. New homes, commercial buildings, and commercial alterations also need water and sewer approval letters.
- Register in the BSA portal if needed. Contractors must create an account and then call the Building Department or Planning Department so staff can convert the account to contractor status.
- Apply through the online permitting portal or work from the Building Department main desk using the same BSA workflow. Permit application files are accepted through the online portal and should not be emailed.
- Building Department staff reviews the application. Document review begins within 24 hours of successful submission, and if staff review is required the review is completed within 3 business days after all fees are paid.
- Pay the assessed fees. Payment can be made at the office or by mailing a check to 153 Willowbend Road.
- Print and post the approved permit, then request inspections online before each required inspection stage.
Typical processing time: Initial application document review within 24 hours; staff review within 3 business days after fees are paid. Residential permits generally take 3 to 5 business days and commercial permits 10 to 14 business days.

- The city allows work done by owner and city-issued permits list whether work is done by owner. Homeowners can request permits on their own property through the portal.
- Contractor requirements
- Residential and general contractors must be licensed in Georgia. The permit page and trade forms also require current state licenses and current local business license or occupational tax records for trade permits.

- Minimum permit fee
- $30 city administrative fee per permit; common flat permit minimums include $60 for new single-family detached, condo, or townhome permits, $100 for interior permits, and $150 for single-family residential demolition
- Plan check fee
- Residential plan review $180. Commercial and industrial plan review is an additional 50% of permit fee, minimum $200. Plan resubmittal is $120 each.
- Permit fee formula
- Mixed schedule. Permit fees are primarily square-foot based using the city construction category per-square-foot table, with separate flat fees for many permit types.

- Work done without a permit is the original permit fee plus a 100% penalty, or double permit fee
