Application Process

  1. Go to the City Permit Applications page and select the proper packet (residential permit packet with trades, trade permit packet, demolition permit, solar permit packet, pool packet, or retaining wall permit).
  2. Complete the permit details form and gather the required supporting documents per the applicable packet.
  3. Email the application and plans to the city staff listed in the packet (permit details form, application, and plans must be emailed to jpendley@villarica.gov and rkilgore@villarica.gov for residential work).
  4. For new construction and footprint changes, include site and utility materials such as house location plan, erosion and sediment control plans, utility availability documentation, and county environmental health approvals for septic sites where applicable.
  5. Pay the assessed permit and plan-check fees. Payment can be made by exact cash, check, Visa, or MasterCard.
  6. Receive the issued permit and keep required plans and permit documents on site for inspections.
  7. Call in inspections by the required cutoff as the work reaches each stage.

General Requirements

Permits must be obtained for all new structural, electrical, plumbing, mechanical, or gas work for residential and commercial projects. Detached accessory structures, swimming pools, solar installations, repair work, additions, remodeling, and low voltage work usually require permitting.

Permit validity

Owner-builder
Owner must be seeking a property-owner permit for the listed property, must not have sold a building or structure constructed as a property-owner contractor within the prior 24 months in Georgia, may not offer the subject property for sale or lease under O.C.G.A. 43-41-17, must serve as contractor of record and accept the responsibilities and liabilities for the permitted work, and must follow all city code and inspection-sequence requirements.

Contractors must hold Georgia state occupational tax license, Georgia contractor license, and valid driver's license. Trade subcontractors must have current business license, state contractor license, and driver identification for electrical, mechanical, and plumbing trades.

Minimum permit fee
Residential: no fee for valuation $1,000 or less unless inspection required ($35 per inspection). Commercial/industrial: $50 for valuation $0-$3,000. Trade permit minimums: $50 residential, $100 commercial for electrical, mechanical, plumbing.
Plan check fee
One-half of the building permit fee when construction valuation exceeds $2,000 and plans are required
Permit fee formula
Valuation-based using ICC valuation table updated every six months. Residential: $25 for first $1,000 plus $5 per additional thousand ($1,001-$50,000); $260 for first $50,000 plus $4 per thousand ($50,001-$100,000); $460 for first $100,000 plus $3 per thousand ($100,001-$500,000); $1,660 for first $500,000 plus $2 per thousand (above $500,001). Commercial/industrial: $50 ($0-$3,000); $50 + $6 per thousand ($3,001-$50,000); $307.50 + $5 per thousand ($50,001-$100,000); $557 + $4 per thousand ($100,001-$500,000); $2,157 + $3 per thousand (above $500,001).
Trade permit fee
$50 residential, $100 commercial for electrical, mechanical, plumbing trade permits
Reinspection fee
$25 when requested work is disapproved and a reinspection is needed
Penalty (no permit)
Double the permit fee for work started before obtaining a required permit
Payment note
