Application Process
- Determine whether the work is in unincorporated Douglas County and whether a building permit is required. All structures of a permanent nature require a building permit, including swimming pools.
- Complete the county walk-through and prerequisite approvals process as applicable. The walk-through directs applicants through Planning and Zoning, Environmental Health (where septic is involved), Development Control, DOT (for driveway permits when required), and the Water and Sewer Authority (for meter, sewer tie-in, and soil erosion fees).
- Gather the required permit package for the Building Permit Department. Requires floor plans reduced to letter size showing heated square footage and bedroom, bathroom, and fireplace counts, plus Res-Check, business license information for builders if not already on file, and a state general contractor license.
- Submit the application and any required electronic plan materials. Zoning verification must be obtained first; complete applications are checked within five work days.
- Pay the building permit application and review fees and any related outside-agency fees such as WSA, Environmental Health, or driveway permit fees.
- Once all required county departments have signed off and the package is complete, receive the issued permit. In most cases a residential building permit can be issued the same day on a walk-through when all documents are available, all fees are paid, and all departments have signed the form.
- Post the permit and request inspections as work progresses.
Typical processing time: In most cases same day for a residential walk-through permit when all documents, fees, and departmental signatures are complete. Complete applications are checked within 5 work days; plan approval or disapproval is indicated within 2 weeks after receipt of a complete application.

General Requirements
Building permits are required for any structure 200 square feet or more, exterior and interior renovations of structures, commercial exterior signs depending on scope, HVAC work, plumbing work including irrigation, and electrical work including low voltage and security systems. All structures of a permanent nature require a building permit, including swimming pools.

- Permit validity
- Residential building permits are active for six months and may be extended for an additional six months if the owner contacts the Building Department. If work has commenced the permit remains valid for one year, but expires if no inspection occurs within any 180-day period. Two six-month extensions are allowed so long as work is continual and an inspection has occurred within each 180-day period.

- State owner-builder restrictions under O.C.G.A. 43-41-17 apply for any owner acting without a licensed residential or general contractor.
- Contractor requirements
- Builders must have their state contractor license, business license, and driver's license to obtain a permit. If a qualifying agent obtains permits, the county requires the qualifying agent card, driver's license, and a notarized affidavit with project-specific property information and signatures.

- 50% of building permit fees for plan review (commercial). A separate residential plan-check percentage was not clearly stated.

- Residential valuation-based formula using 45.00 per square foot construction cost basis. $0-$3,000: $50. $3,001-$50,000: $20.15 for first $3,001 plus $4.43 per thousand or fraction. $50,001-$100,000: $228.50 for first $50,001 plus $3.63 per thousand. $100,001-$500,000: $409.85 for first $100,001 plus $2.82 per thousand. Above $500,001: $1,538.25 for first $500,001 plus $2.01 per thousand.
