Application Process
- Confirm the work needs a permit. Harlem requires a building permit for most property modifications, including fences and accessory buildings. Review the 'Do You Need A Building Permit?' document for exemptions.
- Download the City of Harlem Building Permit Application and, if applicable, the Contractor Registration Form or Specialty Contractor Registration Form.
- Email the completed permit application and contractor registration materials with backup documents to buildingpermits@harlemga.org, or submit through city hall. Commercial applicants should contact staff first.
- Wait for city review. New construction and building additions have a mandatory 24 hour wait period from the time the application is accepted as complete.
- Pay the assessed permit fees and obtain the issued permit before starting work.
- Request inspections by phone or email no later than 4:00 PM the day before the inspection is needed, then complete all required inspections through final approval and sewer/water inspection.
Typical processing time: New construction and building additions have a mandatory 24 hour wait after a complete application is accepted.

General Requirements
A permit is required for most modifications to property, including fences and accessory buildings. In most cases a building permit is needed so state-mandated inspections can be performed. Working without a permit can result in a $500 fine.

- Contractor requirements
- Before a building permit is issued, contractors must register annually with the city. Harlem requires proof of state licensure, business license, workers compensation or approved liability coverage, and a surety bond. General contractors must hold a Georgia license; plumbers, electricians, and mechanical contractors may use a license from their state.

- Permit fee formula
- New residential construction permit fee is $0.20 per square foot under roof. Residential additions and renovations are $0.20 per square foot with a $100 minimum. Valuation-based alteration fees use a ladder starting at $50 for projects up to $4,000, then $6 to $8 per additional $1,000 depending on bracket. Commercial alteration fees use the same valuation ladder.

Work That Does NOT Require a Permit
- Fences not over 7 feet high (though Harlem still requires fence review and a drawing to confirm placement)
- Retaining walls not over 4 feet high measured from the bottom of the footing to the top of the wall and not impounding hazardous liquids
- Painting, papering, and similar finish work
- Ordinary repairs to gutters, decking, and trim work
- Swings and other playground equipment accessory to detached one- and two-family dwellings
- Replacement of windows in single-family homes unless in a historic district
- Stopping leaks in drains, water, soil, waste, or vent piping, unless concealed piping must be replaced with new material
- Clearing stoppages or repairing leaks in pipes, valves, or fixtures, and replacing water closets, so long as valves or pipes are not replaced or rearranged
- Removal of trees from private property less than 1 acre and not within a historic district, subject to erosion-control requirements and exceptions
- Driveways and sidewalks
- Completely above-ground swimming pools no more than 24 inches above grade
