Application Process
- Register for a CommunityCore account using the city's Register with Morrow link.
- Complete the applicable permit form and gather required license documents, business license, identification, plans, and project-specific checklists.
- Submit through CommunityCore, or mail, email, or hand-deliver the package to Planning and Economic Development at Morrow City Hall.
- City staff reviews the application and conducts plan review where required.
- Pay fees. The city also accepts emailed credit card authorization for fee payment.
- Permit is issued after review approval and payment; inspections then proceed through the city.
General Requirements
Permits are required for building and trade work, reroofing, fences/patios, driveway, tree removal, land disturbance, utility ROW encroachment, signs, and tenant occupancy.

- Plan check fee
- Building plan review is equal to and in addition to one-half of the required building permit fee.
- Permit fee formula
- Square-footage based for new construction under the city's 2025 fee schedule table; some permit classes are flat-fee.
- Reinspection fee
- First reinspection $65.00; additional reinspections for the same deficiency $80.00 each
- Penalty (no permit)
- Work started without permit is charged at double permit fee, excluding plan review fee.
- Payment note
- Emailed credit card authorization form is accepted; permit forms may also be mailed, emailed, or delivered in person.
