Application Process

1. Confirm the parcel is in unincorporated Sumter County and not inside a municipal boundary.
2. Review the county permit-type and submittal-requirement pages and gather all required documents including permit application, site plan or survey, plans, product approvals, and energy forms.
3. Submit through the Citizenserve portal or in person at the county service center.
4. Obtain related outside approvals when applicable, including septic, driveway, floodplain, utility, or impact-fee approvals.
5. Record or post the Notice of Commencement when Florida law requires it before the first inspection.
6. Respond to plan review comments, pay fees, and obtain permit issuance before starting work.
7. Schedule inspections online or by phone and obtain final approval before occupancy or use.

General Requirements

Section 105 of the Florida Building Code requires permits for most construction-related work.

Permit validity

A permit is valid until 180 days after issuance or the last approved inspection; expired permits must be reapplied for with all required documents and fees.

The county publishes an owner-builder disclosure statement for permitting.

Contractor requirements

Contractors must hold a Florida certificate of competency, be state-registered through Sumter County, or hold a Sumter County certificate of competency.

Payment note

Work begun before permit issuance is charged the greater of double the permit fee or the standard permit fee plus $180. A $24 administrative processing fee applies to all permits. State surcharges apply.

Work That Does NOT Require a Permit

• Painting
• Gutters
• Sheds under 100 square feet
• Certain small fence work
• Roof repairs under 100 square feet
• Like-for-like water heater changeouts
• Limited deck, soffit, siding, and window repairs

Important: Applicants should confirm whether zoning, floodplain, septic, driveway, utility, or city approvals remain necessary even for exempt work.

Scheduling deadline

Message-line requests by 4:00 p.m. and online requests by 7:00 p.m. are scheduled for the next business day.
