Application Process

  1. Confirm the property is inside Port St. Lucie city limits.
  2. If the applicant is a licensed contractor, use the city's Contractor E-Permitting Portal after registration. If owner-builder, appear in person to apply.
  3. Use the city's permit application, fee, and checklist page to select the correct permit packet and project checklist.
  4. Submit the permit application and all required supporting documents consistent with the city's listed checklist for the permit type.
  5. Pay applicable review and permit fees, including state surcharges and electronic payment service fee.
  6. Upload the recorded Notice of Commencement before requesting the first inspection when required.
  7. Schedule inspections through the city's online inspection tools and complete all required finals.

Permit validity
Under FBC 105.3.2 an application is considered abandoned if no action is taken within 180 days of filing, unless actively pursued in good faith or already issued. The building official may grant written 90-day extensions for justifiable delay.

Owner-builder
Under Florida Statute 489.103(7)(b), all homeowner-builder permits must be applied for in person. The owner must personally appear, sign the permit application, and prove the property is for the owner's own use and not for sale or lease.

Contractors must hold valid licenses and meet applicable bonding and insurance requirements.
