Application Process
- Confirm the address is in St. Cloud city limits. The city tells applicants to verify the property appraiser result says St. Cloud; if it says Osceola County, the application belongs at the courthouse.
- Use the most recent city application form; the city says outdated application forms cannot be accepted.
- Submit electronically through the city application portal for the relevant permit type.
- Pay the permit once approved; online-submitted permits will not be available to print until payment is made.
- Schedule inspections through the building permit portal, inspection line (407-979-4725), or text workflow and complete finals before closeout or certificate issuance.
General Requirements
Any structural improvement or regulated work requiring a licensed contractor requires a building permit. Published permit examples include ADUs, accessory structures, garages, commercial additions and buildouts, temporary trailers or storage, demolition, docks, electrical, gas, plumbing, reroof, signs, solar, swimming pools, and new residential or commercial structures. Emergency repairs must have the permit application submitted the next working business day.

- Owner-builder
- Owner-builders may build or improve a one-family or two-family residence or a commercial building if the cost does not exceed $75,000, for their own use or occupancy, subject to direct onsite supervision and other statutory conditions.
- Contractor requirements
- State-licensed contractors must register with St. Cloud before permit work. Registration requirements: application, business tax receipt, liability certificate naming the city, state license, workers' compensation or exemption, and reciprocity letter if applicable. Effective February 1, 2025, fence permits are processed by Community Development.

Typical inspection sequence: All permits require inspections to ensure work meets current building codes. Jobsite documents required for final inspections include reroof affidavit and scope, termite certificate, blower door test, and duct leakage test as applicable.
A construction site that is not ready, or with excessive code violations, may receive a notice of violation and a reinspection fee. Weekend and holiday inspections billed at a minimum of four hours.
