Application Process

  1. Confirm the parcel is inside Ocala city limits.
  2. Register the contractor with the city if applying as a contractor; contractor registry is required to apply for permits.
  3. Submit the application in person at the Customer Service Center or through eTRAKiT.
  4. Upload plans and supporting documents into ProjectDox when electronic plan review is required.
  5. If applying as an owner-builder, appear in person with the owner-builder packet.
  6. Record and upload the Notice of Commencement when required.
  7. Pay fees, obtain permit issuance, and schedule inspections online or by phone.

Typical processing time: No-plan-review permits typically issued within 2 business days if complete; plan-review permits typically enter first review within 10 business days, with resubmittals reviewed within 5 business days.

General Requirements

A permit is required for most interior and exterior work except painting and floor covering.

Permit validity

Owner-builder
The city cites Florida Statutes 489.103 and requires the owner to personally appear and sign the application; the work must be for the owner's own use and not for sale or lease.
Contractor requirements
Contractors must provide a current Florida state license, proof of liability insurance and workers' compensation or exemption, and optional authorization letters for delegates.

Work That Does NOT Require a Permit

  • Residential fences 6 feet or lower do not require a building permit, except in historic districts or for taller fences or wall-like masonry/concrete fences

Important: Most sheds, pergolas, gazebos, and other accessory structures require a permit. Impact fees, fire fees, and other project-specific charges can apply separately.
