Application Process

1. Confirm the property is within Eustis city limits.
2. Complete the construction permit application and gather plans, site plan, owner-builder affidavit if applicable, and project-specific supporting documents.
3. Submit by GovWell, email to building@eustis.org, mail, or in person as permitted by the city instructions.
4. Wait for email follow-up regarding additional information, review comments, or payment.
5. Pay fees, including any impact fees due at permit issuance for applicable projects.
6. Obtain issuance before starting work and provide a recorded Notice of Commencement before the first inspection when required.
7. Schedule inspections and complete all finals before occupancy or closeout.

Typical processing time: Plan review typically 10-14 business days; next-day inspections available until 5:00 p.m. in the portal.

General Requirements

A permit is required for any owner, authorized agent, or contractor intending to construct, enlarge, alter, repair, move, demolish, change occupancy, or perform regulated electrical, gas, mechanical, or plumbing work.

Permit validity

The permit becomes invalid if an inspection for permanent construction is not requested within 180 days or more than 6 months elapses between inspections. Extensions may be granted if requested in writing before expiration with justifiable cause.
