Application Process
- Confirm the parcel is inside Lake City limits.
- For new housing, obtain zoning review and approval before filing the permit application. All new housing requires zoning review and approval prior to permit application.
- Submit the correct city permit form to Growth Management with owner and contractor information, parcel details, scope of work, valuation, and supporting plans.
- For residential permits, provide the items listed in the city application package, such as survey/site plan with setbacks, floor plans and blueprints, elevations, roof framing details, truss cut sheets, Florida energy form, utility availability form, product approvals, and flood-related elevation documents where applicable.
- File a Notice of Commencement when required before inspections and provide a copy to the city.
- Pay permit and plan review fees, including city technology and state surcharges where applicable.
- Schedule in-person or eligible virtual inspections and obtain final approval or certificate before occupancy/use.

General Requirements
A permit is required before an owner, agent, or contractor constructs, enlarges, alters, repairs, moves, demolishes, changes occupancy, or installs/regulates electrical, gas, mechanical, or plumbing work covered by city code.

- A permit application is deemed abandoned 180 days after filing unless pursued in good faith or issued. The building official may grant extensions of up to 90 days each for justifiable cause. The permit must be in good standing at the time of the request.
- Building code
- City Ordinance 2025-2301 adopts the Florida Building Code, 8th Edition (2023), as the Lake City Building Code, plus the related electrical and fire code references.
- Owner-builder
- Property owners may act as owner-builders under Florida Statute 489.103(7). Properties offered for sale, lease, rent, or held as investments do not qualify. The owner assumes responsibility for compliance and may not use unlicensed workers. Mobile/manufactured home move-on permits can only be issued to licensed mobile home installation contractors.
- Contractor requirements
- Contractors must provide proof of state contractor license, workers' compensation or exemption, and general liability insurance naming the city as certificate holder.

- Greater of $150 or double permit fee for work before permit

- 3% technology fee and 2.5% state surcharge added to all permits.
