Application Process

  1. Confirm the property is inside the City of Punta Gorda and determine whether the work requires a permit under the city's permit guide.
  2. Download the correct city form packet from the Building Forms page. Punta Gorda posts separate applications for general building permits, trade permits, roofs, windows and doors, fences, docks and seawalls, private providers, owner-builders, and other common scopes.
  3. Assemble the required submittal package. Depending on scope, city forms call for the permit application, plans, product approvals, owner-builder affidavit if applicable, Notice of Commencement, substantial-improvement worksheet, and other project-specific materials.
  4. Submit the application to the Building Division. The city states customers cannot apply for general building permits online. Trade permit applications are submitted by email to pgpermittech@cityofpuntagordafl.com, and some simple trade work is issued over the counter or by fax.
  5. Respond to review comments if corrections are requested. The city says residential permit applications are reviewed by a plans examiner within 48 working hours, with deficiencies reported within that period.
  6. After all division reviews are complete and the application is approved, the city says the applicant is notified within 24 working hours that the permit is ready.
  7. Post the permit and product approvals at the job site and schedule inspections through the inspection hotline.
  8. Complete required inspections and obtain final approval before use or occupancy.

Typical processing time: Residential permit applications are reviewed within 48 working hours of application, deficiencies are reported within that time, and once all reviews are complete the applicant is notified within 24 working hours that the permit is ready. Air-conditioning change-outs, water-heater replacements, and plumbing re-pipes are issued over the counter or may be faxed in for processing.

General Requirements

Punta Gorda's permit guide says permits are required for construction, alteration, addition, or change in occupancy of any building or structure, and for work involving building, electrical, gas, mechanical, or plumbing systems. The guide also specifically lists work such as wall changes, structural repairs, raised decks, enclosures, replacement of windows and doors, docks and seawalls, larger drywall replacement, hurricane protection devices, irrigation, and storm-damage repairs as permit-required.

Permit validity
The permit becomes null and void if the authorized work is not commenced within 6 months, or if work is suspended or abandoned for 6 months after commencement.
Building code
Florida Building Code 8th Edition (2023), 2020 National Electrical Code, and Florida Fire Prevention Code 8th Edition (2023) are in effect as of December 31, 2023, with no local amendments.
Owner-builder
Punta Gorda publishes an Owner Builder Statement / Notarized Affidavit. Owners must personally appear to sign it, directly supervise the work, and may build or improve a one- or two-family residence or certain commercial work up to $75,000 for their own use or occupancy. The property may not be built or substantially improved for sale or lease, and sale or lease within 1 year creates a presumption the exemption was misused.
Contractor requirements
Punta Gorda states contractors must be properly licensed by the State of Florida and registered with the city before performing contracting work in the city. Registration requires a notarized registration form, government identification, insurance showing $300,000 bodily injury liability and $50,000 property damage, and a current state license or municipal certificate of competency where applicable. State registered or specialty contractors pay $100 annually, delinquent renewals add $25, and state-certified contractors still register annually but at no charge under state law.

$25 for certain listed residential electrical permits; many listed minor permits are $50 or $100; valuation-based permits have a stated minimum charge of $200
Plan check fee
Review of plans prior to application is non-refundable and equal to 50% of the proposed permit fee.
Permit fee formula
Mixed. Punta Gorda charges many listed permit types at flat fees, but re-roofs, new residential or commercial construction, additions and remodels, photovoltaic systems, all commercial work, and multifamily or commercial seawalls are priced by valuation at $50 plus $7 per thousand, with valuation based on ICC tables or a bona fide contract. Minimum charge for valuation-based permits is $200.
Reinspection fee
Generally $50 for wrong address, failed inspection, corrections not made, or work not ready. Extension of expired permits is $100. Change of contractor is $100.
Penalty (no permit)
Failure to secure a permit before work begins results in a penalty of quadruple the original fee.
Payment note
The fee schedule page does not state an online card-processing surcharge. Applicants should confirm accepted payment methods and any processing charges with the Building Division.

Work That Does NOT Require a Permit

  • Floor or wall tile
  • Rugs or carpeting
  • Landscaping, excluding irrigation sprinklers and work in the right-of-way
  • Residential floor-covering installation or removal such as carpet, tile, or laminate
  • Painting and pressure washing
  • Residential plastic or rubber sheds 68 square feet or less, subject to zoning setbacks and storm-securing requirements
  • Residential solar blanket for residential pool heating
  • Glass-only replacement in windows and doors
  • Re-screening
  • River rock installation
  • Screening existing covered patios, balconies, carports, lanais, or porches with typical insect screening where the footprint is not increased or altered
  • Solar-powered attic exhaust fans, licensed contractor required
  • Tile replacement in a shower when the shower pan is not replaced

Important: The city's permit guide says these are examples only. Some exempt work still requires a licensed contractor, and a permit is required when the building is in a flood zone or when the work is part of a larger project scope.

Inspection hours
8:00 a.m.-4:30 p.m. Building Division lobby closes each Wednesday at 2:00 p.m., with walk-ins stopping at 1:30 p.m. on Wednesdays.

Typical inspection sequence: Permit-specific. City materials do not publish one universal inspection sequence on the main Building page, but the permit holder is expected to post the permit and product approvals and proceed through the required inspections assigned to the permit.
