Application Process

  1. Confirm the property is inside Blountstown city limits.
  2. Use the city's Uniform Construction/Building Permit Application for the correct trade: building, electrical, plumbing, mechanical, roofing, pool/spa, demolition, fire suppression, mobile home set-up, business sign, change of occupancy/use, or other.
  3. Obtain a development order if the project requires one; development orders must be obtained before the construction permit is issued.
  4. Include plans if required. New building or structure, additions, accessory structures, and pools/spas generally require three sets of plans, site plan, and plan review before permit issuance.
  5. Provide Notice of Commencement when required (if work is not HVAC and cost is over $2,500; if work is HVAC, threshold is over $7,500).
  6. Provide owner-builder disclosures or owner electrical disclosures if applying as an owner-builder.
  7. Respond to Building Department review comments, pay permit fees, and obtain the permit before starting work.
  8. Coordinate inspections and final approval through the city.

General Requirements

A permit is required when an owner, authorized agent, or contractor intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy or use of a building or structure.

Building code
Florida Building Code. The city's fee schedule and permit forms are local administrative documents layered on top of the mandatory Florida Building Code.
Owner-builder
The city's owner-builder disclosure tracks Florida Statute 489.103. Owner-builders may build a one-family or two-family residence or farm outbuilding for own use/occupancy. Commercial work only if costs do not exceed $75,000.
Contractor requirements
For projects exceeding $25,000 in value, plans must be prepared by a Florida licensed architect or engineer. An owner is not exempt from Florida licensure requirements if project value exceeds $75,000.

Minimum permit fee

Plan check fee
One-half of the permit fee for plan review or job project review when review is necessary.
Permit fee formula
General required permits: $50 for valuation up to $8,000; $5 per $1,000 for the next $42,000; $4 per $1,000 for over $50,000 up to $100,000; $3 per $1,000 for over $100,000 up to $500,000; and $2 per $1,000 for all over $500,000.
Trade permit fee
Plumbing and electrical permits: $60 plus $7 per $1,000 valuation. Mechanical permits: $50 base, with listed residential and nonresidential HVAC amounts.
Reinspection fee
$25 reinspection fee (part of mobile home installation fee structure)
Payment note
Mobile home installation/set-up permit and/or inspection: $172, plus $40 electrical inspection, $25 plumbing inspection, and $25 reinspection. Building or structure moving: $100. Demolition: no fee.

Work That Does NOT Require a Permit

  • Ordinary minor repairs that do not include cutting away or removal of structural members, affect required means of egress, or include changes to standpipe, water supply, sewer, drainage, vent, electric wiring systems, mechanical equipment, or other work affecting public health or general safety.
  • Electrical: minor repair work, including replacement of lamps or connection of approved portable electrical equipment to approved permanently installed receptacles.
  • Plumbing: stopping leaks in drains, water, soil, waste, or vent pipe, and clearing stoppages or repairing leaks in pipes, valves, or fixtures, provided the work does not require replacement or rearrangement of valves, pipes, or fixtures.
  • Mechanical: listed portable appliances and certain self-contained refrigeration or load-management devices as stated on the city's fee schedule.

The city cannot approve a final pool inspection for a residential swimming pool over 24 inches deep unless it meets one of the required Florida pool safety features.
