Application Process

  1. Confirm city jurisdiction. Bradford County directs any property inside Starke city limits or with City of Starke utilities to Starke's department.
  2. Prepare the applicable permit application. Starke publishes a general permit application, roofing permit application, solar packet, residential permit checklist, Notice of Commencement form, contractor verification form, floodplain permit application, and zoning applications.
  3. Submit documents electronically for small-scope projects or through the city's permit portal.
  4. Pay fees by cash or check (currently accepted payment methods).
  5. Schedule inspections at least a day in advance. Inspections are conducted in the morning on Tuesdays, Wednesdays, and Thursdays.
  6. After completion, obtain the required inspection approvals and certificate of occupancy where applicable.

General Requirements

No building or other structure may be erected, moved, added to, or structurally altered without a building permit issued by the Building Inspector. Anytime a person digs 'for any reason' they should call the building department to determine whether a permit is required.

Permit validity
The reviewed city web pages do not publish a clear current expiration rule, but permit renewal/extension is contemplated in the 2025 fee schedule.
Building code
Florida Building Code, 8th Edition (2023), effective December 31, 2023. Starke also administers floodplain permitting and zoning review through the same department.
Contractor requirements
Starke publishes a contractor verification form and a contractor registration portal.

Fees

Plan check fee
50 percent of the building permit fee for residential and commercial; revisions to approved plans are $40 per revision.
Penalty (no permit)
Work without a permit is charged at double the regular permit fee. Permit renewal/extension is 50 percent of the original permit fee.
