Application Process

General Requirements
Erie issues building permits for homeowner projects, custom homes, production homes, decks, patios, pergolas, hot tubs, HVAC, pools and spas, radon mitigation, residential remodels, roof replacement, solar, floodplain permits, stormwater permits, and right-of-way permits, among others.

- Erie states building permits expire if work does not begin within 180 days of issuance or if more than 180 days pass between inspections.
- Building code
- Erie publishes the 2021 International Building, Residential, Energy, Mechanical, Plumbing, Swimming Pool and Spa, Fuel Gas, Existing Building, Fire, and Property Maintenance Codes, plus the 2023 NEC.
- Owner-builder
- A homeowner may obtain a permit to work on their own primary residence without a contractor license if they own and occupy the home. Non-primary residences do not qualify, and ADU new construction and ADU interior finish permits do not qualify for homeowner permits.
- Contractor requirements
- All contractors on the project must have a current Town of Erie license and current certificate of insurance on file for the permit to be issued. Effective January 1, 2025, Class A, B, and C contractor license applicants and renewals must provide proof of the appropriate ICC exam.

- $23.50 for projects valued from $1.00 to $500.00

- 65 percent of permit fee
- Permit fee formula
- Mostly valuation-based. Erie publishes a detailed valuation table and states residential new floor area valuation is calculated using applicable ICC square foot construction cost data. Some permit classes use flat fees.
- Reinspection fee
- The public fee page reviewed did not publish one single reinspection fee line, but permit expiration, refund, and resubmittal policies are published and applicants should expect additional charges where project status requires them.
- Payment note
- Permit issuance may also require development fees, school district fee receipts for new housing, temporary electrical fees, sales or use tax, and impact fees depending on scope.
