Application Process

General Requirements
Required for most construction. Building permits are required for most types of construction. Each separate building, structure, pool, retaining wall, etc. requires a separate permit.

- Mesa County Ordinance 008(D) applies 2024 IBC, 2024 IRC, 2024 IMC, 2024 IEBC, Colorado Plumbing and Fuel Gas Code, NEC, IECC, and Colorado Model Electric Ready and Solar Ready Code. Grand Junction separately administers zoning and development review.

- A residential homeowner may perform electrical and plumbing work; otherwise those trades must be performed by persons licensed by the State of Colorado.
- Contractor requirements
- Grand Junction contractor licensing is required only in Grand Junction city limits, and the program is administered by Mesa County. State electrical and plumbing licensing applies to those trades.

- $50.00
- Plan check fee
- Up to 15% of calculated permit fee for new one- and two-family residences and townhouses; up to 50% for new commercial construction, additions, or alterations; residential submittal fee up to $250 non-refundable if applied.
- Permit fee formula
- Primarily valuation-based under Mesa County Table 2; new construction valuation is derived from square-foot building valuation tables, and remodel valuation is actual labor and material cost.
- Reinspection fee
- $50 for first reinspection; $100 for additional reinspection on same violation; $100 additional for same-day inspection if staff available
- Penalty (no permit)
- Work commencing before permit issuance may be charged at 2x permit fee

- Permit issuance after 4:30 p.m. is limited and no multiple permits are issued after 4:30 p.m.

Work That Does NOT Require a Permit
- Fences under 7 feet tall from grade
- Retaining walls under 4 feet tall
- Painting, papering, tiling, carpeting, cabinets, counter tops, and similar finish work
- Swings and playground equipment
- Plastic covered crop production shelters where access to the public is prohibited
- Roofing overlay over a single layer and repairs less than 100 square feet
- Detached accessory structures up to 120 square feet for residential tool or storage use
- Sidewalks, driveways, and platforms not more than 30 inches above adjacent grade and not over a basement or story below, if not part of an accessible route
- Prefabricated above-ground pools accessory to Group R-3 occupancy that are less than 24 inches deep and not greater than 5000 gallons
- Decks no more than 30 inches above grade at any point
