Application Process

General Requirements
Building permits are required for new construction, additions, alterations, remodels, relocations of structures, change of use, mechanical permits, plumbing permits, signage, grading, and other structural work.

Work That Does NOT Require a Permit
- Residential accessory storage structures (sheds): exempt only if detached, on same lot as existing single-family dwelling, non-habitable, maximum 200 sq ft, maximum wall height 10 feet, minimum 6 feet from other structures, no heat/plumbing/mechanical systems, not in floodplain/critical areas/shoreline areas
- Fences up to 7 feet high (zoning approval may still be required)
- Retaining walls up to 4 feet (without surcharge)
- Water tanks: on grade, maximum 5,000 gallons, height not exceeding 2x width or diameter
- Decks, sidewalks, ramps, driveways: no roof cover, maximum 30 inches above grade
- Interior finish work (painting, flooring, cabinets, countertops)
- Prefabricated pools under 24 inches deep
- Playground equipment for single-family homes
- Window awnings up to 54 inches projection (without additional structural support)
- Siding repair/replacement (non-fire-resistive areas)
- Insulation retrofits with no structural changes
- Door and window replacement (like-for-like; does not apply to egress bedroom windows)
- Re-roofing (shingles only; not applicable in wildfire hazard zones requiring fire-resistive roofing)
Important: Exemptions do not apply to electrical, plumbing, or mechanical work—separate permits required for those systems. Even if a building permit is exempt, other county approvals (land use, zoning, critical areas, shoreline, SEPA) may still apply. Agricultural structures: tractor/farm equipment storage and agricultural product storage are explicitly excluded from the shed exemption. Agricultural buildings generally require permits even when modest in size. Confirm exemption eligibility with county before proceeding.
