Wise County is a Virginia county locality. The county enforces the Virginia Uniform Statewide Building Code in the unincorporated county and in the incorporated towns of St. Paul, Coeburn, Pound, Wise, Appalachia, and Big Stone Gap (per county's own published scope). The City of Norton is an independent city with its own separate building department and is not covered by this office. Note: DHCD's June 2024 directory separately lists a building official for Big Stone Gap — confirm jurisdiction directly with both offices before filing for projects in Big Stone Gap.

Application Process

  1. Confirm that Wise County (not the City of Norton or another authority) is the correct permit issuer for the project location. For projects in Big Stone Gap, confirm with both Wise County and the town before filing.
  2. Determine whether the project requires a permit. Wise County requires permits for new construction, enlargement, or major renovation, including additions, changes of use, utility replacement work, fences, garages, storage sheds, carports, new homes, solid-fuel equipment and chimneys, structural alterations, and swimming pools.
  3. Check whether the project also triggers zoning, floodplain, erosion and sediment, mobile-home, demolition, sign, or health-department prerequisites and address those first.
  4. Download the applicable permit form(s) from the county Forms & Applications page. Available forms include building permit, demolition permit, erosion and sediment land-disturbing permit, mobile-home permit, photovoltaic permit, sign permit, asbestos/lead certification, health-department SAP form, and zoning permit.

Assemble required documents: the completed permit form, tax parcel information, plans and drawings required by the permit type, deed or survey information where zoning review applies, health-department SAP materials where applicable, asbestos certification for covered work, and proof of contractor licensure or a written exemption statement.
  6. Submit the complete application package in person at the Wise County Building & Zoning Department at the courthouse office and pay the assessed permit fees.
  7. Post the issued permit on site before work begins. It is the applicant's responsibility to request each required inspection by calling the department when work is ready.

Permit validity
Under the 2021 Virginia Construction Code, permit applications may be abandoned after 6 months if not pursued in good faith. A locality may also require a 3-year completion limit for certain detached single-family projects.
