Front Royal is an incorporated town but does not issue building permits — it issues local zoning approvals, after which Warren County issues the building permit and conducts all inspections.

Application Process

  1. Determine jurisdiction. For unincorporated county parcels, proceed directly to Warren County Building Inspections. For parcels inside the Town of Front Royal, obtain Town zoning approval first (Planning and Zoning, 540-635-4236) before submitting to the County.
  2. Download and complete the appropriate building permit application and any trade permit applications from the County forms page.

Permit validity
