Permit Authority

Shenandoah County Building Inspection issues USBC building permits and conducts building inspections countywide, including for parcels inside the incorporated towns of Edinburg, Mount Jackson, New Market, Strasburg, Toms Brook, and Woodstock. County zoning applies only in unincorporated areas; property inside town limits must obtain town zoning approval before the county issues the building permit.

Application Process

  1. Confirm whether the parcel is in unincorporated Shenandoah County or inside one of the six incorporated towns. County building permits are issued countywide, but parcels inside town limits require town zoning approval before the county will issue the building permit.
  2. Determine whether a building permit is required under USBC Section 108.1 and whether additional approvals are needed, such as zoning, health department (septic and water), VDOT, floodplain, erosion, stormwater, or asbestos forms.
  3. Download the correct county application packet or universal trade application and assemble all required materials: plans, plot plan, supporting affidavits, and contractor information. The permit must be obtained by the license holder or via permit authorization affidavit due to fraud controls.
  4. Submit the completed application package and all fees to Shenandoah County Building Inspection at 600 North Main Street, Suite 107, Woodstock, VA 22664.
  5. Respond to any plan review comments or requests for missing approvals. For projects in towns, county issuance waits on town-side zoning approval.
  6. After permit issuance, keep approved documents on site, schedule required inspections through the Building Inspection office, and obtain final inspection and certificate of occupancy if applicable.

General Requirements

A building permit is required under USBC Section 108.1 for construction or demolition of a building or structure; structural changes; alterations to egress, plumbing, electrical, fire protection, mechanical, and fuel systems; certain changes of occupancy; hazardous lot-line moves; and asbestos disturbance during construction or demolition.

Permit validity

Owner-builder

Contractor requirements
All contractors performing construction or demolition work in Shenandoah County, except Virginia Class A contractors, require a Shenandoah County Contractor's License. Virginia DPOR contractor class and trade licensing still apply at the state level.

Work That Does NOT Require a Permit

  • Installation of qualifying low-voltage wiring and monitoring or automation systems listed in county permit exemptions
  • One-story detached sheds, playhouses, and similar structures up to 256 square feet that are not Group F-1 or H occupancy
  • Utility service equipment buildings up to 150 square feet
  • Tents or air-supported structures up to 900 square feet with occupant load of 50 or fewer
  • Fences of any height unless needed for pedestrian safety or used as a swimming pool barrier
  • Concrete or masonry walls up to 6 feet high
  • Retaining walls supporting less than 3 feet of unbalanced fill and not impounding listed liquids or supporting surcharge
  • Small pools not greater than 150 square feet, 5,000 gallons, and 24 inches deep
  • Ordinary repairs including many like-for-like window and door replacements, fixture replacements without system alteration, certain lighting and fan replacements, non-gas and non-oil mechanical appliance replacements in listed residential occupancies, qualifying roof and siding replacement, qualifying roof deck replacement, flooring, cabinetry, trim, paint, and wallpaper

Important: Exempt from building permit does not mean exempt from zoning or planning requirements. The county notes permits may still be required in local historic districts or special flood hazard areas. Confirm with Shenandoah County Building Inspection before proceeding.
