Application Process

  1. Determine which permit types apply to your project. The county application covers zoning permits, new homes, additions, garages, accessory buildings, modular and manufactured homes, electrical, plumbing, mechanical, tank, pool, sign, communication tower, demolition, and commercial building permits.
  2. Confirm prerequisite approvals before filing. If establishing a new residence or changing structure size, obtain a zoning permit first. Obtain septic approval before a building permit can be issued where required. Obtain a Soil and Water Conservation erosion permit if applicable. Contact VDOT for an entrance permit if a new state-road entrance is needed.
  3. Complete the county permit application and any required owner affidavit. Note that no permits can be issued if property taxes are past due.
  4. Gather supporting information: project dimensions, square footage, number of stories, contractor information, and utility details. For solar projects, prepare three copies of drawings and specifications, structural analysis, and electrical-interface details.
  5. Submit the completed application package in person to the Building Official at 190 Beech Street, Suite 207, Gate City, VA 24251, during posted permit hours (8:00 AM to 10:00 AM).
  6. Pay applicable permit fees as established by the Scott County Board of Supervisors.
  7. Receive permit issuance after zoning clearance and code review. Per zoning ordinance section 500-106, no building permit for extension, erection, or alteration may be issued until a zoning permit has been issued.
  8. Schedule required inspections and obtain a county certificate of zoning compliance before occupying or using any new or modified structure.

Typical processing time: No public general review-time estimate is published. For rooftop solar, the county checklist notes review normally takes one to two visits depending on system size and complexity.
