Permit Authority

Rockbridge County Building Department serves unincorporated Rockbridge County and, per the Virginia DHCD building-official directory, also issues building permits for the incorporated towns of Glasgow and Goshen (both towns require a town endorsement before county permit issuance). Lexington and Buena Vista are independent cities under Virginia law and are separate permit jurisdictions.

Application Process

  1. Confirm the parcel is in Rockbridge County permit jurisdiction and determine whether it is in unincorporated county area or inside Glasgow or Goshen, where a town endorsement is required first.
  2. Contact Planning & Zoning for zoning classification, use, setbacks, and flood-zone review. The county application package states Planning & Zoning must sign off before submission.
  3. Collect outside approvals as applicable: VDH septic or well permit, Public Service Authority utility signoff for public utilities, and VDOT entrance permit for new dwellings.
  4. Prepare the county permit package: completed building permit application, contractor information and signatures if applicable, owner affidavit if self-performing, and a surveyed plat or site plan showing the new structure relative to boundaries, existing buildings, roads, and utilities.
  5. Submit two complete plan sets. Plans must include at minimum foundation, floor system, framing details, typical cross section, material lists, and truss or joist information as applicable.
  6. Wait for review. Allow two weeks for residential plan approval; commercial plan review may take up to 30 days depending on volume.
  7. After approvals are received, pay permit fees and pick up the permit and plans from the Building Department. Work may then begin.
  8. Post the permit sign, keep approved plans on site, request required inspections with 1 to 2 days notice, complete final inspections, and obtain the certificate of occupancy before occupancy.

Typical processing time: Residential plan approval: allow two weeks. Commercial plan review: may take up to 30 days depending on application volume.

General Requirements

Permits must be obtained to construct, enlarge, alter, repair, convert, or demolish a building, and for electrical, gas, plumbing, and mechanical system work. Virginia VCC Section 108.1 separately requires permits before most structural, demolition, plumbing, electrical, mechanical, fuel-gas, fire-protection, and change-of-occupancy work.

Permit validity
Work must start within six months of permit issuance and continue over each six-month period until complete and finalized. Virginia VCC Section 108.8 also treats an application as abandoned after six months if not pursued in good faith.

Owner-builder
The county owner affidavit is required when the owner is performing his or her own work and is not subject to contractor licensure. The affidavit makes the owner responsible for code compliance and must be witnessed by a county employee.
Contractor requirements
Effective January 1, 2020, all permits require a current copy of a Virginia state contractor license for the general contractor and all subcontractors. Virginia VCC Section 108.4 also requires proof of contractor licensure or a written statement that the applicant is not subject to licensure. DPOR regulates contractor licensing statewide.

$40.00 for most residential and modular or double-wide permits; $125.00 for commercial, business, or industrial permits
Permit fee formula
Mixed valuation-based rates. Residential new single-family dwellings, accessory buildings, additions, and remodeling: 0.37% of estimated project cost up to $100,000 with stepped rates above that. Modular or double-wide homes: 0.32% up to $100,000 with stepped rates above that. Commercial, business, and industrial: 0.68% up to $1,000,000 with stepped rates above that.
Reinspection fee
$25.00 per reinspection. Charged for second trips on uncorrected items, inspections requested when work is not ready, and failure to cancel by 9:00 a.m. for that day's scheduled inspection.
Payment note
After approvals are received, applicants pay fees in person at the Building Department and pick up the permit and approved plans. No dedicated online permit-payment workflow was identified.

Work That Does NOT Require a Permit

  • Certain low-voltage wiring and monitoring or automation equipment under the conditions listed in VCC Section 108.2
  • One-story detached tool or storage sheds, playhouses, or similar uses up to 256 square feet
  • Tents or air-supported structures up to 900 square feet with occupant load of 50 or fewer
  • Fences, unless required for pedestrian safety or used as a swimming-pool barrier
  • Concrete or masonry walls up to 6 feet high above finished grade
  • Retaining walls supporting less than 3 feet of unbalanced fill, if not carrying surcharge or impounding liquids
  • Small pools not greater than 150 square feet and less than 24 inches deep
  • Flagpoles 30 feet or less in height
  • Ordinary repairs such as same-size replacement windows and doors, replacement plumbing fixtures without system alteration, replacement of switches and receptacles, some non-gas and non-oil mechanical appliance replacement, residential roofing and siding replacement (listed conditions), limited roof-deck replacement, cabinetry, trim, paint, and wallpaper
