Permit Authority

Louisa County is the USBC permit issuer and inspection authority countywide. For properties inside the Town of Louisa or Town of Mineral, the county still issues building permits and conducts inspections, but town zoning approval is required before county permit issuance.

Application Process

  1. Select the correct county permit packet for the project type and assemble all required forms and supporting documents.
  2. Submit the packet to Community Development by email, postal mail, or drop-off at 1 Woolfolk Avenue, Suite 201.
  3. County staff performs a submittal review for completeness.
  4. County zoning review confirms the tax map number, zoning district, setbacks, and whether a foundation survey or setback certification is required.
  5. GIS and addressing review verifies the project location and assigns a 911 address if needed.
  6. Obtain required outside approvals in parallel or before issuance as applicable, including Health Department well and septic approvals, VDOT entrance permits, shoreline review for Lake Anna work, land disturbance approvals, and town zoning approval for properties inside Louisa or Mineral town limits.

Permit validity

Payment note
Fee balances are due at permit issuance. All Planning Division fees are due at application and are nonrefundable.

  • Agricultural structures used directly for an operating farm (exempt from USBC, but not from zoning regulations)
  • Fences, unless the fence also functions as a retaining wall
  • One-story detached accessory structures up to 256 square feet
  • Retaining walls supporting less than 3 feet of unbalanced fill
  • Certain small pools and other minor work as listed under Virginia Construction Code exemptions
  • Ordinary repairs as specified under the Virginia Uniform Statewide Building Code
