Application Process

Permit validity
Permits may become void if no work is accomplished during any 6-month period. Permit applications are deemed abandoned after 6 months if not pursued in good faith or issued under the 2021 Virginia Construction Code.

Under VCC Section 108.4, applicants must furnish proof they are duly licensed or certified under Title 54.1, Chapter 11 of the Code of Virginia, or file a written statement that they are not subject to licensure. Contractors renewing a local business license must also submit a current Virginia Class A, B, or C contractor license and Form 61A workers' compensation documentation.

Reinspection fee
First reinspection $52.50; second $105; third and subsequent $210. Reinspection fees must be paid before the next inspection.
Penalty (no permit)
After-the-fact permits for stormwater and erosion work may be charged at double fee.
Payment note
Permit and reinspection fees can be paid through PermitLink by credit card or e-check. E-check/ACH payments carry no convenience fee. Credit card payments carry a 3.70% convenience fee with a $2.50 minimum, collected by the payment processor.

  • Low-voltage wiring within the limits specified by VCC Section 108.2
  • One-story detached sheds, playhouses, and similar structures up to 256 square feet
  • Utility prefabricated buildings up to 150 square feet
  • Certain small tents
  • Fences, unless used for pedestrian safety or pool barriers
  • Concrete or masonry walls up to 6 feet high
  • Retaining walls supporting less than 3 feet of unbalanced fill
  • Small shallow pools
  • Replacement LP-gas containers of the same capacity in the same location by the serving supplier
  • Flagpoles 30 feet or less
  • Temporary ramps for certain dwellings
  • Ordinary repairs as listed in the VCC, including replacement windows and doors of similar operation and opening dimensions, replacement plumbing fixtures, replacement switches and receptacles, replacement non-gas non-oil mechanical appliances, roof-covering or siding replacement in applicable wind zones, floor-finish replacement, cabinetry or trim replacement, paint, and wallpaper
