Application Process

  1. Determine whether the project is in unincorporated Amelia County and whether it needs zoning approval, building approval, or both. Community Development handles zoning, site plan, subdivision, rezoning, and special exception; the Building Department handles building permits and inspections.

  4. Submit building materials by email to permit.tech@ameliacova.com or in person at the Building Department office. There is currently no online application process.
  5. If paying online, call the Building Department first to confirm the correct amount, then pay through the CardX building payment portal and attach the payment confirmation to the emailed application. Some preliminary utility and septic-related payments route through the Treasurer's Office.
  6. If a zoning, sign, site-plan, subdivision, rezoning, or similar land-use approval is also required, submit the applicable zoning form in person or by email to austin.mitchell@ameliacova.com.
  7. County staff reviews the application. Zoning and building reviews are conducted once payment is made and all materials and forms are received.
  8. After approval, the county issues the permit and contacts the applicant for pickup or email delivery. Permits and approved drawings may be emailed when plans are 11x17 or smaller.
  9. Schedule required inspections by calling 804-561-3039 (preferred) or by email during the posted request window. Complete all finals before occupancy and obtain a certificate of occupancy where required.

Typical processing time: Allow 7 to 10 business days for review once payment and complete materials are received.

Permit validity
Amelia County does not publish a county-specific validity rule on its main permit pages. The 2021 Virginia Construction Code allows the building official to revoke a permit if work is not commenced within 6 months after issuance or is suspended or abandoned for 6 months, subject to the code's exceptions and extensions.

Virginia contractor and trade licensing is regulated at the state level through DPOR (Department of Professional and Occupational Regulation). County forms also include zoning compliance for certain business-license activity, so local business-license requirements may apply through the Commissioner of the Revenue.

Permit fee formula
Mixed flat and area-based rates. Examples: dwelling permits at $190 plus $0.30 per square foot; trade permits at $95 each (residential) or $190 each (commercial); commercial structural work at $250 plus area-based rates. Zoning and land-use approvals are mostly flat fees or flat-plus-per-acre/per-lot charges.

Reinspection fee
$40 reinspection fee, due prior to the third inspection. After-hours inspection fee is $375.
Penalty (no permit)
Building-code appeal fee is $300. Board of Zoning Appeals appeal fee is $300.

Call the Building Department to confirm the correct fee amount before paying online. The Commonwealth imposes a 2% levy on all building permit fees, excluding listed no-levy items.

Work That Does NOT Require a Permit

  • One-story detached tool and storage sheds, playhouses, or similar uses not exceeding 256 square feet and not classified as Group F-1 or H occupancy
  • Fences of any height (unless required for pedestrian safety under applicable Virginia code or used as the barrier for a swimming pool)
  • Concrete or masonry walls not exceeding 6 feet above finished grade
  • Retaining walls supporting less than 3 feet of unbalanced fill and not built for impounding specified liquids or supporting surcharge other than ordinary unbalanced fill
  • Permit fees are waived (though application and supporting documentation are still required) for: handicap ramps for existing single-family dwellings, county projects, agricultural exempt permits, and manufactured temporary offices for commercial use
