- Determine if a zoning application is required under the Westmore Zoning Bylaw (October 21, 2020). Contact Zoning Administrator Andrew Berley at (802) 525-8872 or the Town Clerk's office at (802) 525-3007.
- Download the Zoning Application (updated 7/22/2025) from https://www.westmoreonline.org/planning-and-zoning.
- Complete the application. Include names and addresses of adjoining property owners (required).
- For projects near Lake Willoughby or other water bodies, determine if a Vegetative Buffer Disturbance Application is also needed.
- For any new driveway or access point, also complete a Curb Cut Permit Application.
- Submit all applications to the Town Clerk's office at 54 Hinton Hill Road, Orleans (Westmore), VT 05860 during office hours.
- The Planning and Zoning Committee and/or Zoning Board of Adjustment review applications. Planning Commission meets on the 4th Tuesday of the month at 5:00 PM.
- For public buildings, also apply for a DFS state construction permit.
- For projects with wastewater/well, obtain DEC permit.
